GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES JUNE 23, 2020 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. On June 17, 2020, Governor Inslee;s Proclamation 20-28.4 was extended through July 1, 2020. The proclamation continued the prohibition on "in-person" meetings. However, the proclamation did not limit permissible "action" to "necessary and routine matters" and "matters necessary to respond to the COVID-19 outbreak and current health emergency." As a result, Council may conduct business on all matters coming before it; but should not do so at a meeting conducted in-person. This meeting was available via teleconference. Present: Mayor Mendoza and Councilmembers Gay Brewer, David Diaz, Mike Everett, Diana Jennings, Bill Moore, Javier Rodriguez and Joan Souders Staff present: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt Cordray, Assistant Public Works Director Todd Dorsett and City Clerk Anita Palacios 2. CONSENT AGENDA On motion by Councilmember Moore, second by Councilmember Rodriguez, Council approved the Consent Agenda consisting of the following: A. Minutes of the June 9, 2020 Committee-of-the-Whole meeting B. Minutes of the June 9, 2020 Council meeting C. Payroll Check Nos. 11699-11714 in the amount of $94,039.62 D. Payroll Electronic Fund Transfers (EFT) Nos. 60352-60356 in the amount of $85,704.34 E. Payroll Direct Deposit 6/1/20-6/15/20 in the amount of $108,288.57 F. On motion by Councilmember Everett, second by Councilmember Souders, Council approved Resolution No. 2020-27 renaming Stokely Square Park to the Mike Bren Memorial Park. MAYOR & COUNCILMEMBER REPORTS Youth Recreational Activities Following Closure of Swim Pool – Councilmember Souders asked if any youth recreational activities were being planned following the closure of the swim pool. City Administrator Arteaga indicated that the Parks and Recreation Director would make a presentation at the next C.O.W. meeting. Face Mask Donation & Distribution – Mayor Mendoza reported that another distribution of donated face masks from local businesses would take place next week. 10.
