GRANDVIEW CITY COUNCIL SPECIAL MEETING MINUTES JULY 28, 2021 1. CALL TO ORDER Mayor Gloria Mendoza called the special meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Mayor Mendoza and Councilmembers David Diaz, Mike Everett, Robert Ozuna and Joan Souders (arrived at 6:10 p.m.) Present via teleconference: Councilmember Diana Jennings Absent: Councilmembers Bill Moore (Mayor Pro Tem) and Javier Rodriguez Staff present: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt Cordray and City Clerk Anita Palacios 2. ECONOMIC DEVELOPMENT PLANNING Councilmember Everett suggested that a committee of three councilmembers be formed to develop an economic development plan. Discussion took place. Councilmembers Everett, Diaz and Souders volunteered to be part of the committee. 3.
