GRANDVIEW CITY COUNCIL SPECIAL MEETING MINUTES AUGUST 9, 2021 1. CALL TO ORDER Mayor Gloria Mendoza called the special meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Mayor Mendoza and Councilmembers David Diaz, Bill Moore (Mayor Pro Tem), and Robert Ozuna Present via teleconference: Councilmembers Mike Everett, Diana Jennings and Javier Rodriguez Absent: Councilmember Joan Souders On motion by Councilmember Moore, second by Councilmember Diaz, Council excused Councilmember Joan Souders from the meeting. MAYOR & COUNCILMEMBER REPORTS Walmart Distribution Center Truck Parking – Mayor Mendoza distributed a letter from the Port of Grandview regarding a meeting that was held with representatives of the Walmart Distribution Center, City and Port to discuss truck parking improvements by the Distribution Center along Higgins Road. City Administrator Arteaga explained that according to the letter, the Port was suggesting to sell, license or lease part or all of the northerly portion of Parcel No. 230910-31004 to the City to be used for truck parking. Infrastructure Funding – Councilmember Ozuna requested that Infrastructure Funding be included as an agenda item for the next C.O.W. meeting. Police Reform – Councilmember Ozuna requested an update from the Police Chief regarding police reform be included as an agenda item for the next C.O.W. meeting. 2022 Preliminary Budget – Mayor Mendoza requested that Council be prepared for the budget process and provide the City Administrator with budget requests as soon as possible. 10.
