GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 22, 2022 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Mayor Mendoza and Councilmembers David Diaz, Bill Moore (Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders Present via teleconference: Councilmembers Diana Jennings and Mike Everett Absent: None Staff present: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, Assistant Public Works Director Todd Dorsett and City Clerk Anita Palacios 2. PLEDGE OF ALLEGIANCE Mayor Mendoza led the pledge of allegiance. 3. PRESENTATIONS A. Main Street Grandview Association Accomplishments Present on behalf of the Main Street Grandview Association Board of Directors were Rick Kimbrough, Laura Flores and Randy Tucker. The Main Street Grandview Association was incorporated on October 26, 2021. The Board of Directors include Rick Kimbrough, Laura Flores, Randy Tucker, Ray Vining, Cody Goeppner and Steffani Cooper. The Main Street Grandview Association mission would be to revitalize downtown Grandview to include a facade improvement program, new small business incubator program and pop-up business special events. 4. PUBLIC COMMENT Yakima County ARPA Funding – Yakima County Commissioner LaDon Linde advised that the Yakima County Commissioners were formalizing the application process for $48 million in ARPA funding from the County level. Cities, port district and other entities within Yakima County would be eligible to apply for funding to assist with public safety, public health and infrastructure projects. He also explained that Yakima County was developing a County clean-up effort which included working with local entities to cover the cost of tipping fees during community clean-up days. Minutes of the February 8, 2022 Committee-of-the-Whole meeting B. Minutes of the February 8, 2022 Council meeting C. Payroll Check Nos. 12600-12613 in the amount of $90,167.47 D. Payroll Electronic Fund Transfers (EFT) Nos. 60731-60735 in the amount of $83,331.61 E. Payroll Direct Deposit 2/1/22-2/15/22 in the amount of $114,978.65 F. ACTIVE AGENDA A. Ordinance No. 2022-02 amending the 2022 Annual Budget This item was previously discussed at the February 8, 2022 C.O.W. meeting. On motion by Councilmember Rodriguez, second by Councilmember Souders, Council approved Ordinance No. 2022-02 amending the 2022 Annual Budget. On motion by Councilmember Souders, second by Councilmember Diaz, Council approved the Economic Development Framework. This item was previously discussed at the February 22, 2022 C.O.W. meeting. On motion by Councilmember Everett, second by Councilmember Diaz, Council approved Resolution No. 2022-06 authorizing the Mayor to sign a Public Defender Agreement for conflict indigent defense counsel with Garrison Law Offices, Inc., P.S. CITY ADMINISTRATOR AND/OR STAFF REPORTS Department Head Succession Plans – City Administrator Arteaga reported that with the retirement announcement of Library Director Elizabeth Jahnke for July 15, 2022, he would be meeting with all department heads to develop succession plans for their positions. Sewer Trunk Main Replacement Project – Assistant Public Works Director Dorsett provided an update on the Sewer Trunk Main Replacement project. 9. MAYOR & COUNCILMEMBER REPORTS Street Signs – Councilmember Souders thanked the Public Works Department for installing new street signs. Regular Meeting Minutes February 22, 2022 Page 4 10.
