GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES MARCH 8, 2022 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Mayor Mendoza and Councilmembers David Diaz, Bill Moore (Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders Present via teleconference: Councilmember Mike Everett Absent: Councilmember Diana Jennings Staff present: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Assistant Public Works Director Todd Dorsett and City Clerk Anita Palacios 2. PLEDGE OF ALLEGIANCE Mayor Mendoza led the pledge of allegiance. 3. PRESENTATIONS A. Grandview Days Vendors Market and Street Festival – Laura Flores, Main Street Grandview Association Laura Flores with the Main Street Grandview Association; Steffani Cooper, President with the Grandview Chamber of Commerce and Alicia Fajardo, a local business owner presented a proposal to the Council regarding the Grandview Days Vendors Market and Street Festival. They would be submitting a Special Event Permit to the City for formal approval. B. Grandview Legion Post Fundraising Drive – James Davidson, Adjutant, Fred E. Hayes Post 57 James Davidson, Adjutant, Fred E. Hayes Post 57 addressed the Council regarding a Grandview Legion Post Fundraising Drive. He explained that for about ten years, the Grandview Legion Post conducted a fundraiser called "Penny a Day." This traditionally was done during the month of February through school campaigns, store donation cans and public appeals. The funds raised through the campaign have gone to support many local organizations and schools as well as a number of veteran/military related groups both regionally and nationally. The last two years have hampered fundraising efforts due to the pandemic. Also, due to theft of community donation cans and limited or no participation by all of the nationally-based franchises in the community, they were not able to run the campaign in February this year due to unexpected illness or hospitalizations of some of their members. He requested the Grandview Legion Post be allowed Regular Meeting Minutes March 8, 2022 Page 2 to collect donations in the street by the Museum from 9 a.m. to 1 p.m. on Saturday, March 26, 2022 with limited Public Works assistance with traffic cones, etc. Council concurred to allow the Grandview Legion Post Fundraising Drive on Saturday, March 26, 2022 from 9 am to 1 pm in the street by the Museum. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Rodriguez, second by Councilmember Souders, Council approved the Consent Agenda consisting of the following: A. Minutes of the February 22, 2022 Committee-of-the-Whole meeting B. Minutes of the February 22, 2022 Council meeting C. Payroll Check Nos. 12614-12640 in the amount of $25,999.18 D. Payroll Electronic Fund Transfers (EFT) Nos. 60738-60744 in the amount of $110,786.89 E. Payroll Direct Deposit 2/16/22-2/28/22 in the amount of $146,830.06 F. Claim Check Nos. 123749-123819 in the amount of $305,919.01 Roll Call Vote: • Councilmember Diaz – Yes • Councilmember Everett – Yes • Councilmember Moore – Yes • Councilmember Ozuna – Yes • Councilmember Rodriguez – Yes • Councilmember Souders – Yes • 6. ACTIVE AGENDA A. Resolution No. 2022-07 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Lower Valley Cal Ripken League This item was previously discussed at the February 22, 2022 C.O.W. meeting. On motion by Councilmember Moore, second by Councilmember Diaz, Council approved Resolution No. 2022-07 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Lower Valley Cal Ripken League. Resolution No. 2022-08 accepting a request from Statewide Development LLC and Karissa Carpenter Bradshaw for annexation of Parcel Nos. 230924-12004 and 230924-12008 located at 3160 and 3130 Olmstead Road, Grandview, Yakima County, WA This item was previously discussed at the February 22, 2022 C.O.W. meeting. On motion by Councilmember Moore, second by Councilmember Diaz, Council approved Resolution No. 2022-08 accepting a request from Statewide Development LLC and Karissa Carpenter Bradshaw for annexation of Parcel Nos. 230924-12004 and 230924-12008 located at 3160 and 3130 Olmstead Road, Grandview, Yakima County, WA. Swim Pool Tank Repairs On motion by Councilmember Souders, second by Councilmember Diaz, Council approved the swim pool tank repair recommendation and directed staff to prepare the necessary bid documents. 7. UNFINISHED AND NEW BUSINESS A. Letter of Resignation – Councilmember Diana Jennings Councilmember Jennings submitted her letter of resignation from the City Council effective immediately on March 3, 2022. On motion by Councilmember Diaz, second by Councilmember Moore, Council accepted Councilmember Jennings resignation and directed staff to advertise for the vacant position. MAYOR & COUNCILMEMBER REPORTS State Capital Invitation – Mayor Mendoza reported that she was invited to the State Capital by representatives of the 13th and 15th Legislative Districts for a meet and greet and a special dinner was held in her honor. 10.
