GRANDVIEW CITY COUNCIL SPECIAL MEETING MINUTES ARPA ELIGIBLE PROJECTS MARCH 15, 2022 1. CALL TO ORDER Mayor Gloria Mendoza called the special meeting to order at 6:30 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Mayor Mendoza and Councilmembers David Diaz, Mike Everett, Bill Moore (Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders (6:35 p.m.) Staff present: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt Cordray and City Clerk Anita Palacios 2. ARPA ELGIBLE PROJECTS City Administrator Arteaga outlined the ARPA Group Timeline and Plan as follows: ARPA Group Timeline and Plan STEPS Completed TASKS/ACTION 1 √ 1. Establish ARPA Group by Mayor 2 √ 2. Visit City of Walla Walla by ARPA Group Members 3 √ 3. Learning ARPA Phase – All city council invited a. Study Session 1 i. View AWC ARPA Webinar/ or live zoom ii. Brief review of ARPA materials iii. Discuss the process to be used to identify potential projects by city and council members iv. Project Identification Form 4 √ 4. Identification of ARPA Projects – All city council invited a. Study Session 2 i. Submittal of projects by city and council members ii. Prioritizing of Projects 5 √ 5. City Staff Review Projects to ensure they meet ARPA regulations and requirements. Then city develops final approved list of projects. 6 6. City Council votes on List of Approved ARPA Projects He explained that the remaining task would be for the City Council to vote on the list of approved ARPA projects. Special Meeting Minutes – ARPA Eligible Projects March 15, 2022 Page 2 City Treasurer Cordray stated that at the February 8, 2022 C.O.W. meeting, the following motion was approved: On motion by Councilmember Souders, second by Councilmember Ozuna, the C.O.W. moved the following top ten projects forward: • New City well • Pool improvements • City Hall electronic reader board • Compression devices (Fire Department) • Council Chambers sound system • Marketing materials to attract new businesses • Tourism and hospitality support for Chamber of Commerce • Fair/Rodeo support • Main Street Program • Existing small business grants and directed the City Treasurer contact the Department of Commerce to determine whether the projects would be ARPA eligible. Roll Call Vote: • Councilmember Diaz – Yes • Councilmember Everett – No • Councilmember Moore – Yes • Councilmember Ozuna – Yes • Councilmember Souders – Yes He explained that he contacted the Department of Commerce and verified that the top ten projects were ARPA eligible. He recommended Council approve the projects and direct staff to prepare a budget amendment. Discussion took place. On motion by Councilmember Moore, second by Councilmember Ozuna, Council approved the following ARPA eligible projects and directed staff to prepare a budget amendment: • New City well • Pool Improvements – Splash Pad • City Hall electronic reader board • Compression devices (Fire Department) • Council Chambers sound system • Marketing materials to attract new businesses • Tourism and hospitality support for Chamber of Commerce • Fair/Rodeo support • Main Street Program • Existing small business grants Roll Call Vote: • Councilmember Diaz – No • Councilmember Everett – No • Councilmember Moore – Yes Special Meeting Minutes – ARPA Eligible Projects March 15, 2022 Page 3 • Councilmember Ozuna – Yes • Councilmember Souders – Yes • Councilmember Rodriguez – No • Mayor Mendoza – Yes 3.
