GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES MAY 13, 2025 1. CALL TO ORDER Mayor Ashley Lara called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. Present in person: Councilmembers David Diaz, Laura Flores, Bill Moore (Mayor Pro Tem), Robert Ozuna and Joan Souders Present via teleconference: None Absent: Councilmembers Steve Barrientes and Javier Rodriguez On motion by Councilmember Souders, second by Councilmember Moore, Council excused Councilmembers Steve Barrientes and Javier Rodriguez from the meeting. Staff present: City Administrator Shane Fisher, City Attorney Quinn Plant, City Treasurer Matt Cordray, Public Works Director John Simmons, Fire Chief Pat Mason and City Clerk Anita Palacios 2. PLEDGE OF ALLEGIANCE James Gomez, 1st grader at Harriet Thompson Elementary, led the pledge of allegiance. 3. APPROVE AGENDA On motion by Councilmember Moore, second by Councilmember Souders, Council approved the May 13, 2025 regular meeting agenda as presented. PUBLIC COMMENT Cody Goeppner, Finn Styles Company, provided an update on the Red, White and BBQ community event that would be taking place on July 12th at the Country Park Amphitheater. 6. CONSENT AGENDA On motion by Councilmember Moore, second by Councilmember Souders, Council approved the Consent Agenda consisting of the following: A. Minutes of the April 22, 2025 Committee-of-the-Whole meeting B. Minutes of the April 22, 2025 Council meeting C. Payroll Check Nos. 14353-14375 in the amount of $22,076.98 D. Payroll Electronic Fund Transfers (EFT) Nos. 61596-61602 in the amount of $113,208.14 E. Payroll Direct Deposit 04/16/25-04/30/25 in the amount of $113,269.90 F. ACTIVE AGENDA A. Resolution No. 2025-35 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Grandview Neptune Rotary Swim Team for the use of the swimming pool – 2025 Swim Team Program This item was previously discussed at the April 22, 2025 C.O.W. meeting. On motion by Councilmember Diaz, second by Councilmember Flores, Council approved Resolution No. 2025-35 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Grandview Neptune Rotary Swim Team for the use of the swimming pool – 2025 Swim Team Program. On motion by Councilmember Moore, second by Councilmember Souders, Council approved Resolution No. 2025-36 accepting the bid for the Bonnieview Water Main Looping and authorizing the Mayor to sign all contract documents with Ascent Foundation & More, LLC. On motion by Councilmember Souders, second by Councilmember Moore, Council approved Resolution No. 2025-37 authorizing the Mayor to sign a Public Defender Agreement with Garrison Law Offices, Inc., P.S. UNFINISHED AND NEW BUSINESS – None 9. CITY ADMINISTRATOR AND/OR STAFF REPORTS City Administrator provided an update on the following: • Lower Valley Pathway Resurfacing Project – Determining options to complete section from Park & Ride to Wallace Way, including crack sealing. • Street Sweeper – Coordinating demonstrations and evaluating options. Regular Meeting Minutes May 13, 2025 Page 4 • New Fire Chief – George Saenz accepted the Fire Chief position and would begin June 16, 2025. • Chamber of Commerce Banquet – Attended banquet on May 9, 2025. • Downtown Building Mural – Approved mural design for building at 150 Division. • Painting Projects – Monitor completion of swim poolhouse, Country Park Amphitheater and Beaven Building painting projects. 10. MAYOR & COUNCILMEMBER REPORTS Economic Development Committee – Councilmember Diaz provided an outline of the following: • Economic Development Task Force Initiatives • Grandview Community Survey Findings (Berk Study) • Destination Development Association Assessment Findings and Suggestion Report • 2022, 2023 and 2024 Council Retreat Top Priorities/Short Term Goals/Long Term Goals Community Survey – Councilmember Ozuna provided an update on the community survey. Park Fencing – Councilmember Souders complemented the City on the fencing at the WCR Park and Ride and Dykstra Park sensory park. Museum Tractor Show – Councilmember Diaz reported that the Museum would be holding a tractor show this weekend. 11.
