APRIL 22, 2025
1. CALL TO ORDER
Mayor Ashley Lara called the regular meeting to order at 7:00 p.m. in the Council Chambers at
City Hall.
The meeting was held in person and was also available via teleconference.
Present in person: Councilmembers David Diaz, Laura Flores, Bill Moore (Mayor Pro Tem),
Robert Ozuna, Javier Rodriguez and Joan Souders
Present via teleconference: Councilmember Steve Barrientes
Absent: None
Staff present: City Administrator Shane Fisher, City Attorney Quinn Plant and City Clerk Anita
Palacios
2. PLEDGE OF ALLEGIANCE
Heaven Medina, 1st grader at Harriet Thompson Elementary, led the pledge of allegiance.
3. APPROVE AGENDA
On motion by Councilmember Moore, second by Councilmember Rodriguez, Council
approved the April 22, 2025 regular meeting agenda as presented.

4. PRESENTATIONS
A. 2025 Older American Month Proclamation
Mayor Lara proclaimed May 2025 as Older American Month in the City of Grandview and urged
all citizens to recognize older adults and the people who serve and support them as essential
and valuable members of our community.

5. PUBLIC COMMENT
Cody Goeppner with Finn Styles Company provided an event production update regarding the
two major community events for 2025, a copy of which is attached hereto and incorporated
herein as part of these minutes.
Council concurred with the event changes.
6. CONSENT AGENDA
On motion by Councilmember Rodriguez, second by Councilmember Ozuna, Council
approved the Consent Agenda consisting of the following:
A. Minutes of the April 8, 2025 Committee-of-the-Whole meeting
B. Minutes of the April 8, 2025 Council meeting
C. Payroll Check Nos. 14340-14352 in the amount of $97,228.78
D. Payroll Electronic Fund Transfers (EFT) Nos. 61581-61585 in the amount of
$101,889.99
E. Payroll Direct Deposit 04/01/25-04/15/25 in the amount of $150,770.05
F. Claim Check Nos. 131021-131119 in the amount of $927,647.20

8. UNFINISHED AND NEW BUSINESS – None
9. CITY ADMINISTRATOR AND/OR STAFF REPORTS
City Administrator provided an update on the following City projects:
• Public Works Maintenance Technician – Interviews were being conducted.
• Fire Chief position – Interviews were scheduled.
• Apptagy mass notification system – Implementation of a mass notification system for the
City would cost approximately $8,000 to $10,000 annually. The system would allow staff

to send public service messages through various channels such as social media, text,
and email.
• Solar System Monument Project – Council discussed the possibility of applying for a
$50,000 grant to offset the costs of a solar system monument.
10. MAYOR & COUNCILMEMBER REPORTS
Downtown Vacant Buildings/Code Enforcement – Councilmember Diaz expressed concern with
the lack of code enforcement in the downtown business core. Council discussed addressing
vacant and deteriorating buildings in the downtown. Council agreed to take a proactive
approach by reaching out to property owners of vacant buildings to inquire about their plans.
City Administrator Fisher would work with staff to contact owners, potentially involving
Councilmembers in conference calls to demonstrate the City's united concern. The plan would
be to start with a few priority buildings rather than tackling all vacant properties at once. The
Council also noted that while current codes may limit enforcement options, the City was in the
process of reviewing and potentially updating City codes to better address these issues in the
future.
Park & Ride Improvements and Sound System – Councilmember Souders received several
compliments on the Park and Ride Improvements and the new sound system at the Norm
Childress Amphitheater.
11. ADJOURNMENT
On motion by Councilmember Moore, second by Councilmember Rodriguez, the Council
meeting adjourned at 7:55 p.m.
