The Village Administration Committee met on Monday, May 8 at 5:00 p.m. in the Village Board room, 316 Brad Street S, Grantsburg, WI 54840. Present: Chairman/President Terrance Kucera Trustee Greg Peer Trustee Hank Java Others: Clerk/Treasurer Sheila Meyer DPW John Erickson Chief Mitch Olson Jeff Nussbaum, Short-Elliot Henderson (SEH) Greg Marsten, Burnett County Sentinel Jim & Patty Melin President Kucera called the Administration Committee Meeting to order at 5:00 p.m. The Pledge of Allegiance was recited. The committee agreed to move the Melin’s to the beginning of the meeting. Jim & Patty Melin – storage shed at 463 E North Avenue Jim & Patty Melin provided a map of their property which detailed a plan to place a shed on their property along North Road. The Melin’s requested the committee allow them to place a shed in their front yard as they do not have enough back or side yard space being situated along the river. Also, the majority of their property is in the flood plain. The space along North Road is in the fringe of the flood plain which is the only space the WI-DNR and FEMA would allow a shed. President Kucera explained this is not allowable in the R-1 zoning district which does not allow garages or other accessory buildings in the front yard. Motion by Trustee Peer second by Trustee Java to deny the Melin shed request. Motion carried. Jeff Nussbaum & John Thom, SEH – Contract for Wells 1 & 2 pilot study Jeff Nussbaum with SEH presented a contract to perform an onsite 40-hour pilot study for both Well 1 and Well 2 to determine the best action for manganese treatment at those wells. This contract would include a pilot plan submission to the DNR, completion of pilot studies on both wells, submission of a final report to the DNR, and a final report submitted to the Village including findings and suggestions for next steps with cost estimates. The cost of this pilot would be $22,800 and would cover all costs unless the DNR requests more extensive lab samples. If the Village were to move forward with SEH’s recommendation, the Village could include the pilot costs in any future project grant funding and the Water Fund would pay those costs. The committee wanted to ensure DPW Erickson shares any information from the initial pilot study from Well 3 along with any findings throughout the Well #3 project with SEH to ensure no details are overlooked. Motion by President Kucera second by Trustee Peer to recommend the Village Board accept the SEH Pilot study agreement for Well #1 and #2 manganese treatment at the cost of $22,800. Motion carried. Jeff Nussbaum left the meeting. State Municipal Maintenance Agreement (SMMA) for WisDOT 2028 St Rd 70 project Clerk/Treasurer Meyer presented the SMMA for the upcoming 2028 WisDOT St Rd 70 project. Meyer and DPW Erickson both reviewed the maintenance agreement and understand the Village’s responsibilities which include maintaining utilities, right of way, and parking lanes. Motion by Trustee Peer second by Trustee Java to recommend the Village Board approve the State Municipal Maintenance Agreement (SMMA) for WisDOT 2028 St Rd 70 project. Motion carried.
