Village of Grantsburg 316 Brad Street South Grantsburg, WI 54840 Administration Committee Meeting Minutes The Village Administration Committee met on Monday, September 15th, 2025, at 2:00 p.m. in the Village Board room, 316 Brad St S, Grantsburg, WI 54840. Present: Chairman/President Rick Lindberg Trustee Greg Peer Trustee Hank Java Others: Clerk/Treasurer Sheila Meyer Director of Public Works John Erickson Police Chief Jared Woody Trustee John Addison Others: Jon Richards, Brian Riley, Tim Baxter, Bill Larsen, Nicki Peterson, Randy Ott, Kathy Linville President Lindberg called the Administration Committee Meeting to order at 2:00 p.m. The Pledge of Allegiance was recited. Brian Riley, Ehlers, Inc. – Resolution 2025-02 for the issuance, sale, and delivery of a $1,180,000 General Obligation Promissory Note and award, thereof Brian reviewed indicated they received five proposals ranging from 4.22-5.5%. He reviewed the proposal received from the Bank of Alma which would provide a 4.22% interest rate with no additional fees providing a savings of $13,000. The terms would be locked in if the board approves the resolution tonight. The committee asked if any proposals were received from any local institutions, Brian indicated no proposals were received. Motion by Trustee Java, second by Trustee Peer to recommend the Village Board adopt resolution 2025-02 for the issuance, sale, and delivery of a $1,180,000 General Obligation Promissory Note and award to Bank of Alma at a rate of 4.22%. Motion carried unanimously. Refuse & recycling proposals Clerk/Treasurer Meyer provided overview of the bids received from Waste Management, Republic Services, and Talon Sanitation for service of residential trash and recycling services. The committee asked the representatives present for details regarding price increase and potential for extra fees to cover tax increases or fuel surcharges. Republic Service indicated they had a locked in 4.5% increase each year and no extra charges would occur if disposal expenses increased as they own the dumping site. Waste Management would increase the CPI 12 month rolling average and had the potential to increase for taxes or other increase in disposal fees. Randy Ott provided a 10-year average CPI showing an average of 4.5% and we have not received a fuel tax. Motion by Trustee Peer, second by Trustee Java to recommend the Village Board accept the contract with Waste Management for a 5-year term and to provide new cans. Motion carried unanimously. Grantsburg School District – Homecoming parade route request The committee reviewed the request for the 2025 homecoming parade to be on Friday, October 3rd as in years past. The school also requested to use the Village Office parking lot for floats to go after the parade if the James and Johnson Street project is not complete. Motion by Trustee Peer, second by Trustee Java to approve the 2025 homecoming parade request. Motion carried unanimously. Grantsburg School rental contract for Community Center Clerk/Treasurer Meyer requested the committee review language of the school district contract for gymnastics use of the community center. The Village’s intent was to have the contracted hours during the WIAA sanctioned season, not to include after season training sessions. The committee requested to invite the Athletic Director and gymnastics coach to a future meeting to discuss contract language. No motions made. Jon Richards – GIDC discuss industrial park Jon provided history of the GIDC and their part in the development in the current and future industrial park. Jon asked Clerk/Treasurer Meyer for a copy of the draft sales agreement and recommended a price point and size of lots that the Village should require whenever a lot is sold. He continued to explain the GIDC plan for marking lots and installing new billboards on the Village limits as an addition to word of mouth. No motions made. Nicki Peterson – Grantoberfest request Nicki requested the Village to approve open containers from the establishments within the Grantoberfest road closure event area. The committee and village staff discussed concerns about open containers in the street, including participants taking drinks into open businesses, extra trash, and additional law enforcement. The committee asked Village staff to continue to research other communities that have similar events and report back for further review at the upcoming Special Board meeting scheduled for September 29th at 4:00 p.m. No motions made. Motion by Trustee Peer, second by Trustee Java to convene into closed session. Motion carried unanimously. THE ADMINISTRATION COMMITTEE WILL CONVENE INTO CLOSED SESSION pursuant to Wis. Stats. 19.85 (1) (e) “Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.” THE ADMINISTRATION COMMITTEE WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). 10. Motion by Trustee Peer, second by Trustee Java to reconvene into open session. Motion carried unanimously. Any motions needed from closed session No motions made.
