Village of Grantsburg Plan Commission Meeting Monday, January 9, 2023 The Plan Commission for the Village of Grantsburg met on Monday, January 9, 2023 at 5:30 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Chairman/President Terrance Kucera, Trustee Greg Peer, Members Brent Blomberg, LuAnn Ebersold, Natalie Finch, Tyler Myers Others present: Deputy Clerk/Treasurer Allison Longhenry, Dave Rasmussen-MSA Professional Services, Nate Ehalt-Burnett County Administrator, Diane Barton, Susanne Capistrant, Jeff Harmon Call to Order Chairman/President Kucera called the Plan Commission meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. 5:30 p.m. PUBLIC HEARING regarding the proposed territory amendment to TID #5 and the amendment to TID #4 to allocate tax increments to TID #5. Chairman/President Kucera called the Public Hearing to order at 5:30 p.m. Dave Rasmussen from MSA Professional Services was asked to explain the proposed amendments to TID #4 and TID #5. Rasmussen explained the amendment to TID #4 would allow excess increments to be transferred to TID #5 until the closure of TID #4 in 2025. The TID #5 amendment added projects and territory to the existing plan giving the ability to use increments from TID #5 for the Industrial Park Expansion Project as well as the James Avenue/Johnson Street Project. Chairman/President Kucera asked for anyone wishing to speak in support of the amendments. No one spoke. Chairman/President Kucera asked for anyone wishing to speak against the amendments. No one spoke. The public hearing was closed at 5:45 p.m. Member Finch asked if there was a downside or risk in approving the amendments. Rasmussen explained there were not, and the amendments would not affect the residential properties included in any way. Resolution #2023-01 Amendment to Tax Incremental Finance District #4 Project Plan Motion by Member Finch, second by Trustee Peer to recommend the Village Board approve Resolution #2023-01 Amendment to Tax Incremental Finance District #4 Project Plan to allow excess increments to be transferred to Tax Incremental Finance District #5. Motion passed unanimously. Resolution #2023-02 Approving Territory Amendment to Tax Incremental Finance District #5 Motion by Member Blomberg, second by Member Ebersold to recommend the Village Board approve Resolution #2023-02 Approving Territory Amendment to Tax Incremental Finance 1  Plan Commission Meeting January 9, 2023 District (TID) #5 which adds projects and territory to the TID #5 Project Plan. Motion passed unanimously. Minutes Motion by Member Blomberg, second by Member Ebersold to approve the minutes of the December 12, 2022, Plan Commission meeting as presented.
