Village of Grantsburg Plan Commission Meeting Monday, June 12, 2023 The Plan Commission for the Village of Grantsburg met on Monday, June 12, 2023, at 5:30 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Chairman/President Terrance Kucera, Trustee Greg Peer, Members Brent Blomberg, LuAnn Ebersold. By speaker phone: Member Tyler Meyers Absent: Member Natalie Finch Others present: Director of Public Works (DPW) John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Trustee Barton, Jeremiah Bonse, John Addison Call to Order Chairman/President Kucera called the Plan Commission meeting to order at 5:36 p.m. The Pledge of Allegiance was recited. CUP application – Bonse kennel President Kucera called the Public Hearing to order. Clerk/Treasurer Meyer read the Public Hearing Notice. President Kucera explained the Public Hearing process and asked for anyone wishing to speak in favor of the Conditional Use Permit (CUP) application received from Russ Bonse, owner, and Jeremiah and Josi Bonse, applicants, to run their Wood Lake Kennel business at 978 S. Russell Street. Jeremiah Bonse said he was in favor and had nothing further to say. President Kucera asked for anyone wishing to speak against the CUP application. Diane Barton, 203 E. James Avenue, questioned the number of violations reported regarding the dogs running at large and no proof that rabies and other shots are up to date. Barton felt an inspection should be done of the area where the dogs will be kept. C/T Meyer read a complaint letter received from someone living on Skog Road near the Bonse’s property regarding the dogs running at large and being on the road. The citizen also expressed concerns with several buildings on the property being in disrepair and/or collapsed. Jeremiah Bonse asked to follow up on the concerns. He stated he has $1,000 in vet bills and the dogs are very well taken care of. He has a vet appointment for the shots in July, a new roof will be put on the garage where the kennel will be, and 200 feet of chain link fence will be installed to prevent the dogs running at large. President Kucera closed the Public Hearing at 5:45 p.m. President Kucera asked the commission members for their questions or concerns. The members were concerned about the vaccinations not being up to date and the dogs running at large. They asked what breed the dogs were and how many dogs the Bonses would have – Jeremiah reported they are labradors, and he would have no more than 20 dogs. The members also asked how large the kennel area would be – Jeremiah indicated they plan to use the 14’ X 22’ garage with a 40’ X 60’ fenced in area. Motion by Trustee Peer, second by Member Ebersold to recommend the Village Board postpone a decision on the Conditional Use Permit application for a kennel at 978 S. Russell Street until the rabies vaccinations are up to date and proof is at the Village Office and the chain link fence is installed. Motion passed unanimously. Minutes Motion by Member Blomberg, second by Trustee Peer to approve the minutes of the May 8, 2023, Plan Commission meeting as presented. Motion passed unanimously. 1 June 12, 2023, Plan Commission Meeting Page 2 Adjournment.
