Village of Grantsburg Plan Commission Meeting Monday, July 10, 2023 The Plan Commission for the Village of Grantsburg met on Monday, July 10, 2023, at 5:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Chairman/President Terrance Kucera, Trustee Greg Peer, Members Brent Blomberg, Tyler Meyers, Natalie Finch, LuAnn Ebersold, Angie Anderson Others present: Director of Public Works (DPW) John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Greg Marsten-Burnett County Sentinel, Laura Chamberlin, Zak Chaffee, Lisa Slater Call to Order Chairman/President Kucera called the Plan Commission meeting to order at 5:00 p.m. The Pledge of Allegiance was recited. 5:00 p.m. CUP application – Chamberlin President Kucera called the Public Hearing to order at 5:00 p.m. Clerk/Treasurer Meyer read the Public Hearing Notice. President Kucera asked for anyone wishing to speak in favor of the Conditional Use Permit (CUP) application received from Laura and Troy Chamberlin, owners of 101 W. Madison Avenue to construct an apartment on the second floor. No one spoke. President Kucera asked for anyone wishing to speak against the CUP application. No one spoke. The Public Hearing was closed at 5:03 p.m. Commission members were asked for their questions or concerns. The size of the apartment was asked along with possible future plans for additional apartments in the rear of the building. Laura Chamberlin said it will be an approximately 2,600 square foot apartment and there is a possibility of adding apartments for rent in the future. Motion by Member Finch, second by Member Blomberg to recommend the Village Board approve the Conditional Use Permit application received from Laura and Troy Chamberlin, owners of 101 W. Madison Avenue (parcel #07-131-2-38- 19-14-5 15-810-042000) to construct an apartment on the second story of the building. Motion passed unanimously. Minutes Motion by Member Blomberg, second by Trustee Peer to approve the minutes of the June 12, 2023, Plan Commission meeting as presented. Motion passed unanimously. The Plan Commission recessed at 5:07 p.m. and reconvened at 5:15 p.m. 5:15 p.m. Public Hearing on Smoke Shop Ordinance President Kucera called the Public Hearing to order at 5:15 p.m. C/T Meyer read the Public Hearing Notice. President Kucera asked for anyone wishing to speak in favor of the ordinance. Lisa Slater, Trade Lake, indicated she was in favor of such an ordinance and asked how this ordinance would interact if Wisconsin were regulated for marijuana. President Kucera asked for anyone wishing to speak against the ordinance to restrict smoke shops. No one spoke. The Public Hearing was closed at 5:17 p.m. Commission members had several questions regarding the proposed ordinance. President Kucera explained the Village Board asked the Village attorney to draft an ordinance restricting future smoke shops from locating in areas of the Village and also restricting the items sold if another convenience store were to come to town. If circumstances change with Wisconsin regulations, the ordinance could be changed in the future. Motion by Member Blomberg, second 1 July 10, 2023, Plan Commission Meeting Page 2 by Member Finch to recommend the Village Board approve the proposed ordinance, as presented, limiting smoke shops in certain areas and restricting items sold in the Village of Grantsburg. Motion passed unanimously. 5:30 p.m. CUP application – Mahmood A conditional use permit application was received from Syed Irfan Mahmood to convert the building at 133 State Road 70 W (parcel #07-131-2-38-19-23- 2 01-000-014000) into a retail tobacco store (purchase of property contingent on CUP approval). President Kucera proposed postponing the public hearing until it is verified the applicant would meet the new proposed ordinance. Motion by Trustee Peer, second by Member Finch to postpone the 5:30 p.m. Public Hearing to the next Plan Commission meeting until it is verified the applicant will meet the new proposed ordinance, if approved by the Village Board. Motion passes unanimously. Adjournment. Motion by Member Myers, second by Member Anderson to adjourn the Plan Commission meeting at 5:32 p.m. Sheila Meyer Clerk/Treasurer
