Village of Grantsburg 316 Brad Street South Grantsburg, WI 54840 Public Safety Committee Meeting Minutes The Village Public Safety Committee met on Thursday June 26th at 9:00 a.m. in the Village Board room, 316 Brad St S, Grantsburg, WI 54840. Present: Chairman/Trustee Greg Peer Trustee John Addison Trustee Sam Campeau Others: Clerk/Treasurer Sheila Meyer Chief Jared Woody Police Office Administrator Larissa Lee Library Director Lynett Yoerg Liquor/Tobacco License Holders – Cliff & Darla Harper, Mike Janke, Moriah Tuller, Penny Nissen, Todd & Karen Satter, Lynn Auchi, Justin Daigle, Ben & Nicki Peterson, Josh Bragger Property Owners – John Steensland, Wayne Lake, Desiree Alden, Tom Lindau, Lisa Britton Chairman Peer called the Public Safety Committee Meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Chairman Peer allowed resident John Steensland – 225 E St. George Ave - to address the committee ahead of the agenda item. Steensland wanted to update the committee on the progress of his property maintenance improvements and clarify that the drift boat does not need to be licensed due to its size and lack of motor. The committee thanked Steensland for his work to bring his property into compliance. Steensland left the meeting at 9:02 a.m. Meet with Alcohol & Tobacco/Vaping License owners Chief Woody addressed the license holders regarding recent citations for liquor and tobacco establishments. He indicated that recent citations were for sales to minors and not having an operator on premises and he emphasized the point system in the Village ordinances that can be used to revoke licenses for such citations. Chief Woody continued to discuss Watercross and the increased attempts of purchases by minors and open containers leaving establishments. He indicated it will be a requirement for establishments with on-site consumption to have a bouncer at all entrances to better control these issues. Ben & Nicki Peterson with Brickfield Brewing asked for clarification on alcohol beverages being served at one part of their licensed establishment and being taken across the street to their other licensed establishment. Chief Woody and Clerk/Treasurer Meyer indicated they would reach out to the Wisconsin Department of Revenue, who now handles alcohol licensing, for clarification. Other establishments requested the committee revisit open containers on the street for events like Rock the Block. All license holders were provided with WI DOR ‘Information for Wisconsin Alcohol Beverage Retailers’ booklets and a copy of Village ordinances Chapter 330 Intoxicating Liquor and Fermented Malt Beverages and Chapter 482 Tobacco Products. No motions made. Police – Library fines procedure Library Director Yoerg reviewed the updated process for when library materials are not returned or are returned damaged amounting to $50 or more. First, library staff will call the patron, if there is no response or action, staff will then send a letter detailing options to fix the issue, ordinance details, and explaining the potential of fines through the police department. If no response or action is carried out, the police will receive notice from the library to issue a citation to the patron. The committee appreciated the follow-up and had no concern with the process as it follows current village ordinances. No motions made. Property Maintenance questions and review Property owners present addressed the committee. Lisa Britton – 236 Benson Ave W. Lisa wanted to make sure she had addressed all the issues with her property. The committee thanked Britton for her work to bring her property into compliance. Britton out at 9:38 a.m. Desiree Alden – 420 Pine St N. Desiree also addressed the committee to report on her property’s progress. Her grandmother, Georgette, provided an update to the police department prior to the meeting with the plans to remove the remaining items as they were not able to complete all of the work in the 30-day timeline. The committee thanked Alden for the significant work to bring her property into compliance and agreed no follow-up necessary as long as they remove the final items as Georgette had indicated. Alden out at 9:42 a.m. Tom Lindau – 256 Wisconsin Ave W. Tom provided an update to the committee regarding his house condition. He agrees that it needs a lot of work but was not able to fix all of the issues in the 30-day timeline. He indicated he had siding delivered and deck materials ordered, as a contractor his schedule will not allow quick remedy of his property issues. He plans to start in July and be completed by September. The committee thanks Lindau for attending and providing an update and agreed that the letter could be amended to allow a property owner 30 days not to fix the issues but to at minimum provide a plan, as some projects may require significant time and money. Lindau out at 9:50 a.m. Wayne Lake – 443 North Ave E. Wayne updated the committee that they have removed some of the buildings from the lot he sold to the Town of Grantsburg and will continue to remove any junk wood and machinery as he is leasing one of the remaining buildings. The committee thanked Wayne for the significant work done on the property. 233 Park St N. Wayne also provided update for his other property on the meeting list. He has removed the woodshed and truck, but he indicated he has more work to do. The committee thanked Lake for his work on this property. Lake out at 10:02 a.m. The committee reviewed 70 properties and issued several 2nd letters, and one citation. The committee agrees that many of the non-compliant properties will need more than 30 days to fix all violations and would like to update the wording in the letters to indicate property owners have 30 days to contact the police department with their plan. The appreciated having property owners attend the meeting to have conversations about their properties and work together to get the Village cleaned up and would like to continue inviting property owners to the public safety committee meetings. The committee set the next Public Safety Committee meeting for Thursday, July 24 at 9:00 a.m. The meeting was adjourned at 11:45 a.m. Allison Longhenry Deputy Clerk/Treasurer
