Village of Grantsburg Village Board of Trustees Special Meeting Thursday, July 17, 2025 The Board of Trustees for the Village of Grantsburg met on Thursday, July 17, 2025, at 3:30 p.m. at 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Rick Lindberg, Trustee Greg Peer, Trustee Hank Java, Trustee Leo Janke, Trustee John Addison Absent: Trustee Sam Campeau Others: DPW John Erickson, Deputy Clerk/Treasurer Allison Longhenry, via conference call: Bryce Highstrom, NWBE, Inc. Call to Order President Lindberg called the Special Village Board meeting to order at 3:30 p.m. Clerk/Treasurer Meyer conducted roll call. The Pledge of Allegiance was recited. James & Johnson Project change order. C/T Meyer explained an email was received yesterday from the WI DOT contracted engineer, Bryce Highstrom of NWBE, Inc. indicating there was an issue on the James Avenue and Johnson Street project. Once the asphalt was removed, unanticipated subgrade conditions were discovered. A contract amendment was attached for the Village Board’s consideration with extra work described as: sub cut and remove the existing 6 inches below E. James asphalt, place geotextile Type SAS, and then place and compact base aggregate dense 1 ¼ inch. Total contract modification cost $87,900. The email also stated that Nick Spitzer, WI DOT project manager, had looked into funding for the additional work and indicated that it would all be the Village’s responsibility. The Village has two options: approve the change order and pay the entire added cost or utilize the plan quantity best as possible and not make any changes which could impact the longevity of the pavement. Discussion ensued on whether there were other options. The Trustees ended up asking Highstrom to see if WI DOT would approve a 4” base on James Avenue without jeopardizing the DOT funding.
