Village of Grantsburg Village Board of Trustees Meeting Monday, July 14, 2025 The Board of Trustees for the Village of Grantsburg met on Monday, July 14, 2025, at 4:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Rick Lindberg, Trustee Greg Peer, Trustee Leo Janke, Trustee Hank Java, Trustee Sam Campeau, Trustee John Addison. Others: Police Chief Jared Woody, DPW John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County Sentinel, Nancy Longhenry & Karen Smestad-Bethany Lutheran Church, Todd Anderson-TN & TA, LLC., Todd Satter-Joker’s Bar and Fun Alley, Brent Blomberg, Jeremy Gronski Call to Order. President Lindberg called the Village Board meeting to order at 4:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Appearances. Nancy Longhenry from Bethany Lutheran Church requested permission to have a farmer’s market in the park, using the east pavilion and park land along Olson Drive to N. Oak Street. The market would be on Saturday mornings and would start in mid-August for this year. Motion by Trustee Java, second by Trustee Addison, to grant Nancy Longhenry, Bethany Lutheran Church to host a farmer’s market on Saturday mornings at Memory Lake using the east pavilion and park land along Olson Drive to Oak Street beginning mid-August for 2025 and to waive the $25 rental fee for the east pavilion. Motion passed unanimously. Public Comments. No one appeared. Correspondence. Included in the Trustee packets were the Burnett County Administration newsletter, the monthly project update report from S E H, Golf Financials, Memory Lake Harvesting permit, and State Budget 2025-2027 article. Minutes. President Lindberg asked if there were any changes, corrections or additions to the minutes presented from the following 2025 meetings: June 9th Administration Committee; June 9th Board of Review; June 9th Village Board; June 26th Public Safety Committee. None were proposed. Minutes were accepted as presented. Joker’s Bar and Fun Alley and Southern Crex Spirits Police Chief Woody reported the Public Safety Committee invited all alcohol license holders to their June 26th meeting. Chief Woody had some reminders for the establishments during Watercross and other events along with 1 Village Board Meeting Monday, June 9, 2025 discussing some complaints he has been receiving. His comments were well received, and he felt good comments were discussed. Motion by Trustee Addison, second by Trustee Java to approve requests from Joker’s Bar and Fun Alley and Southern Crex Spirits dba Hummer’s for outdoor bar setups July 18, 19, and 20, 2025 during Watercross. Motion passed unanimously. “Class B” Liquor & Class “B” Beer License. Todd Anderson, part owner of TN & TA, LLC dba T-Dawg’s Bar & Grill, 429 State Rd 70 appeared to request a change in description eliminating the banquet hall at T-Dawg’s. With the elimination of the banquet hall, they would no longer meet the exemption for a “Class B” Liquor & Class “B” Beer license outside of the Village’s quota licenses. TN & TA, LLC dba T-Dawg’s paid $10,000 for the reserve license available since The Red Stag did not renew their license. Motion by Trustee Addison, second by Trustee Java to approve the new reserve “Class B” Liquor & Class”B” Beer license for TN & TA, LLC dba T-Dawg’s Bar & Grill, 429 State Rd 70, Valerie Fisk, agent effective July 15, 2025 to June 30, 2026. Motion passed unanimously. Resolution 2025-02 C/T Meyer went through a summary of Tax Increment District #4’s activity since its’ inception in September of 2005. The equalized value of the district increased $7,028,500 since it was created. Motion by Trustee Java, second by Trustee Janke to adopt Resolution 2025-02 Terminate Tax Increment Financing District (TID) #4. Motion passed unanimously. Fort Folle Avoine. A request letter was received asking for donations. The Trustees felt the request should be denied and felt making donations is not the role of Government entities. STAFF REPORTS Public Works Director DPW Erickson informed the Trustees of a sewer overflow at the campground due to the 5 inches of rain received on July 4th and 5th. Four pumper trucks were used for 7 to 9 hours. The WDNR has been notified and DPW Erickson has called the engineers on the new lift station to make sure it has an increased pumping capacity compared to the existing lift station. DPW Erickson also reported on items happening since the last board meeting including an update on the new campground, pulverizing and repaving is completed at the entrance to the existing campground, the 2025 Dodge is being outfitted with tool box and lighting, the bridge to the island has been repainted, the splashpad startup is completed and the splashpad is not open from 8 am to 8 pm, S Russell has been spray patched and James/Johnson project has started. DPW Erickson also reported on this year’s spring cleanup which took place the week of June 16th. The cost to the Village was $359.40 as compared to $241 in 2024 and $1,245 in 2023. 2 Village Board Meeting Monday, June 9, 2025 Police Chief Chief Woody let the Trustees know the cleanup ordinance enforcement is working, he has been preparing for Watercross, lining up security and meeting with GRO committees, and is continuing work on National Night Out on August 5th. Clerk/Treasurer C/T Meyer presented the licenses and permits report showing multiple building permits, a natural lawn permit, a food truck permit, a picnic license and all of the operators, liquor, beer, wine and cigarette and tobacco license issued since the last meeting, the cash report showing a checking account balance of $61,881.08 after all vouchers are paid, and a Treasury account balance of $190,007.24. C/T Meyer also provided an overview of the Aquatic Plant Management Plan with the five-year implementation timeline showing a multitude of recommended actions to be completed each year. C/T Meyer will be setting up a meeting with area people who may be able to help the Village with these tasks. Library 1) Library Director Yoerg presented the monthly Library report showing June activities and upcoming July programs. Yoerg reported on a $500 donation received from Whitetails, Unlimited. Chamber of Commerce President Lindberg has attended two meetings. Discussion has been on invigorating Big Gust Days, possibly relocating the Big Gust Statute, hosting the Library golf tournament during Big Gust Days, and several other ideas. Trustee Peer asked about updating the billboard west of the Village. President Lindberg reported he is now on the Burnett County Tourism board. COMMITTEE REPORTS Public Safety Committee. 1) Meet with license holders All establishments holding a liquor, beer or tobacco license were invited to attend an informational meeting. Chief Woody felt the meeting went good with discussion about the upcoming Watercross event and the need for the downtown bars to not let patrons out of their establishments with open containers. Chief Woody went through Village Ordinance 330-18 which contains a point system for violations. Everyone was very cooperative. 2) Property Maintenance Properties are still being worked on. Discussion was held on establishing a resource list of volunteers willing to help homeowners that are unable to perform the work needed to clean up their properties. Administration Committee. 1) pool painting. Pool manager Julie Fiedler reported on her discussions with the painting company and pools that have used their services in the past. All were very satisfied with the services received. Motion by Trustee Addison, second by Trustee Java to approve the pool painting project with American Sandblasting, Inc. to include sandblasting, painting, caulking top walls, and painting four racing lanes in the amount of $33,250 plus the cost of filling any cracks found after sandblasting. Motion passed unanimously. 2) Stout Construction completion date. Discussion was held on the items not completed at the new campground by the contract completion date. Motion by Trustee Campeau, second by 3 Village Board Meeting Monday, June 9, 2025 Trustee Peer to assess liquidated damages of $2,000 per day, as per the contract, from July 16th to completion of the James N. McNally Campground West due to potential lost camping revenues of up to $1,900 per day. Motion passed unanimously. 3) Sewer rate increase. Motion by Trustee Addison, second by Trustee Java to follow the Administration Committee’s recommendation and increase Sewer Utility rates to a fixed $75/quarter and $9.50/1,000 gallons effective October 1, 2025, as required by the Wastewater Treatment Plant project. Motion passed unanimously. 4) Change to monthly utility billing. Motion by Trustee Janke, second by Trustee Java to change from quarterly utility billing to monthly utility billing effective with utility bills for October 2025. Motion passed unanimously. Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as presented: Checks #36463-36545 $551,039.35 Payroll vouchers V9485-V9572 $66,063.89 ACH/EFTPS payments $67,524.84 Total $684,628.08 Motion passed unanimously. Stout Construction, LLC pay requests. Motion by Trustee Peer, second by Trustee Campeau to approve Pay Request #4 received from Stout Construction, LLC in the amounts of $240,245.89 for construction of the Municipal Campground Expansion project. Motion by Trustee Addison, second by Trustee Peer to approve Change Order #3 from Stout Construction, LLC for various bathhouse changes resulting in a reduction of $2,294.00. Motion passed unanimously. Trustee reports, concerns… Several recent burials at the cemetery have not been leveled and seeded. This will be reported to the appropriate parties. Jeremy Gronski introduced himself as the Executive Director at Grantsburg Housing Authority/Crexway Court.
