Village Board of Trustees Meeting
Monday, June 9, 2025
The Board of Trustees for the Village of Grantsburg met on Monday, June 9, 2025, at 4:00 p.m.
in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Rick Lindberg, Trustee Greg Peer, Trustee Leo Janke (joined meeting at 5:45
p.m.), Trustee Hank Java, Trustee Sam Campeau, Trustee John Addison.
Others: Police Chief Jared Woody, Deputy Clerk/Treasurer Allison Longhenry, Library Director
Lynett Yoerg (joined at 4:45 p.m.), Greg Marsten-Burnett County Sentinel, Scott DeRocker, Jeff
Elmer and Dave Franklin-Northwest Wisconsin Dust Devils, Kim Hallberg-GRO/Watercross,
Todd Satter, Brent Blomberg
Call to Order. President Lindberg called the Village Board meeting to order at 4:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited.
Appearances. Kim Hallberg, GRO committee for Watercross, was asked by Police Chief Woody
to join the meeting to discuss golf cart, and ATV/UTV use and routes during the upcoming
Watercross event in July. Hallberg and Chief Woody will create a brochure showing allowable
routes and rules for all event participants and staff.
Ordinance change §507-4 Golf Carts. The Trustees were made aware of the current golf cart
Ordinance stating that permission could be granted by the Village Board for golf cart use during
events. Motion by Trustee Java, second by Trustee Addison to amend Ordinance §507-4
Golf Carts to replace Village Board with Police Chief as the authority to grant permission
for golf cart use during events. Motion passed unanimously.
Public Comments. No one appeared.
Correspondence. Included in the Trustee packets were the Burnett County Administration
newsletter, the monthly project update report from S E H, Golf Financials.
Minutes. President Lindberg asked if there were any changes, corrections or additions to the
minutes presented from the following 2025 meetings: May 12th Special Village Board; May 12th
Village Board; May 14th Public Safety Committee, and June 4th Leisure and Rec Committee.
None were proposed.
Minutes were accepted as presented.

2025-2026 License renewals. A list was presented showing applicants for Alcohol/Beer/Wine
license, and Cigarette, Tobacco & Vaping license. Motion by Trustee Java, second by Trustee
Campeau to approve all Liquor/Beer/Wine license renewals on attached list, effective July
1, 2025, ending June 30, 2026. Motion passed unanimously.
Motion by Trustee Addison, second by Trustee Java to approve all Cigarette, Tobacco &
Vaping license renewals on attached list, effective July 1, 2025, ending June 30, 2026.
Motion passed unanimously.
Motion by Trustee Java, second by Trustee Peer to allow the Clerk/Treasurer to issue
picnic license and operator’s license throughout the year as needed. Motion passed
unanimously.
Joker’s Bar and Fun Alley. Discussion was held regarding an outside bar setup permit
requested by Joker’s Bar and Fun Alley for during Watercross. Chief Woody discussed his plan
to invite all alcohol license holders to a meeting to discuss various laws regarding liquor and
tobacco sales and to distribute the Village Ordinance detailing a demerit point system for alcohol
beverage violations. The request from Joker’s Bar was tabled to July after the meeting
referenced above is held.
Resolution #2025-01 CMAR The 2024 Sewer System report was included for the Trustee’s
review. Motion by Trustee Java, second by President Lindberg to adopt Resolution #2025-
01 Compliance Maintenance Annual Report (CMAR). Motion passed unanimously.
2024 CCR The 2024 Water System report was included for the Trustee’s review and information.
STAFF REPORTS
Public Works 1) DPW Erickson was not in attendance. His report informing the Trustees of
items the Village crew has been working on since the last board meeting was included in the
Board packets and included updates on the new campground and splashpad, flowers, flags
and street sweeping.
Police 1) Chief Woody presented his police report and graph comparing the number of calls in
May 2025 to May 2024 and 2023. Chief Woody reported property maintenance letters were
mailed and he has been contacted by several of the individuals. He also reported on the Big
Gust Days event with no issues.
2) Ordinance §511-29. Chief Woody proposed an addition to Ordinance §511-29 School
crossing guards. Motion by President Lindberg, second by Trustee Java to approve the
proposed addition of “and traffic control” to the heading and the addition of section C.
to Ordinance §511-29 to read “In addition to the language above, the Chief of Police is

authorized to maintain a roster of traffic control attendants as defined under Wis. Stats.
§349.217. Such attendants are empowered to stop traffic for safety purposes, school
related or not. Prior to any appointment onto the roster, traffic control training will be
provided by the Chief of Police or his/her designee. Motion passed unanimously.
3) Ordinance §507-4 Golf carts. See motion earlier in the meeting.
Scott DeRocker, Jeff Elmer and Dave Franklin of the Northwest Wisconsin Dust Devils joined
the meeting. DeRocker reported they had met with WI DNR last Friday. The WI DNR was not
excited about ATV/UTV trails on their property north of the Grantsburg Airport due to wetlands.
Trustee Peer let the group know the Public Safety Committee recommends the Village Board
open all streets in the Village to ATV/UTV use including State Road 70 if approved by WI
Department of Transportation. The recommendation is listed on the agenda and will be
discussed later in the meeting.
STAFF REPORTS (cont.)
Clerk/Treasurer C/T Meyer presented the licenses and permits report showing two fence
permits, two alcohol license extensions, three operator’s license, two food truck permits and
two fireworks permits issued since the last meeting, the cash report showing a checking account
balance of $62,589.49 after all vouchers are paid, and a Treasury account balance of
$357,706.72. C/T Meyer also provided an Actual to Expected report showing revenues and
expenditures to date compared to the 2025 budget.
COMMITTEE REPORTS
Public Safety Committee. 1) Natural lawns. A recommendation was made to approve an
application received from a resident for a natural lawn. All paperwork was in order. Motion by
President Lindberg, second by Trustee Peer to approve the application received from
Sarah Busch, 335 W. Benson Avenue, to maintain a natural lawn on her property. Motion
passed unanimously.
Motion by Trustee Java, second by Trustee Peer to allow the Public Safety Committee to
review and approve any Natural Lawn applications received in the future. Motion passed
unanimously.
2) ATV/UTV Ordinance change. The Public Safety Committee recommends opening all Village
streets to ATV/UTV use and applying to WI DOT for use on State Rd 70 through the Village.
Motion by Trustee Peer, second by Trustee Java to eliminate the part of Ordinance §507-
1 B. (1) that excepts certain streets from ATV/UTV use, to eliminate (2) completely and
have Chief Woody apply to WI Department of Transportation to allow ATV/UTV use on
State Road 70 through the Village. Motion passed unanimously.

Leisure & Recreation Committee. 1) Campground name, address, rates, fire rings. Motion
by Trustee Java, second by Trustee Campeau, to follow the Leisure & Rec Committee
recommendations and name the new campground the James N. McNally Campground
West, address of 400 W. Olson Drive, rates: $50 per night, $30 per night for tents, $250
per week with all rental durations of 2 weeks or less. All tent reservations will be moved
to the West campground only. The camping season will coincide with the existing
campground from April to October. Motion passed unanimously
Motion by Trustee Java, second by Trustee Addison to approve the purchase of 30 fire
rings for up to $7,200 for the West campground. Motion passed unanimously.
2) Pool rates. Motion by Trustee Campeau, second by President Lindberg to increase
2025 pool rates from Family $150, Single $50, Daily $5 to Family $175, Single $75, and
Daily $6 as recommended by Pool Manager Julie Fiedler and the Leisure & Rec
Committee. Pool rates have not increased since 2012. Motion passed unanimously.
STAFF REPORTS (cont.)
Library 1) Library Director Yoerg presented the monthly Library report showing May activities
and upcoming June programs. Yoerg reported a $1,000 grant was received from Burnett Dairy
for the summer programs.
Bills Motion by Trustee Java, second by President Lindberg to approve payment of the
bills as presented:
Checks #36430-#36462 $50,235.19
Payroll vouchers V9444-V9484 $41,047.27
ACH/EFTPS payments $66,373.03
Total $157,655.49
Motion passed unanimously.
Stout Construction, LLC pay requests. Motion by Trustee Peer, second by Trustee
Addison to approve Pay Requests #2 and #3 received from Stout Construction, LLC in
the amounts of $161,862.55 and $139,580.29 for construction of the Municipal
Campground Expansion project. Motion passed unanimously.
Trustee reports, concerns… It was reported that the Chamber of Commerce is hosting a
circus at the Grantsburg Fairgrounds on July 14th with showtimes at 5:00 p.m. and 7:00 p.m.
Trustee Addison suggested DPW Erickson contact Golf Course Manager, Jordan Knutson
regarding golf carts that can be sold through WI Surplus. President Lindberg asked if a list of
veterans buried at Riverside Cemetery could be sent to the American Legion.

THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to discuss the Clerk/Treasurer and
Deputy Clerk/Treasurer positions pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment,
promotion, compensation or performance evaluation data of any public employee over which the
government has jurisdiction or exercises responsibility.”
Motion by Trustee Java, second by Trustee Peer to convene into closed session at 5:39 p.m.
Motion passed unanimously.
THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2).
Motion by Trustee Addison, second by Trustee Java to reconvene into open session at 5:55 p.m.
Motion passed unanimously.
Motion by Trustee Addison, second by Trustee Java to proceed with the assumption Deputy
Clerk/Treasurer Longhenry will assume the role of Clerk/Treasurer upon Clerk/Treasurer Meyer’s
retirement. Motion passed unanimously
