Village of Grantsburg Village Board of Trustees Meeting Monday, April 10, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, April 10, 2023, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Leo Janke, Trustee Hank Java, Trustee Maurice DJ Henderson. Absent: Trustee Kayla Woody Others: Director of Public Works John Erickon, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County Sentinel, Kyle Larson-Keller, Inc., Brent Blomberg, Tadd Satter Call to Order President Kucera called the Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Public Comments No one appeared. Correspondence Included in the Board packets for their review: Burnett County Administration newsletter. Minutes President Kucera asked if there were any changes, corrections or additions to the minutes presented from the following 2023 meetings: March 13th Administration Committee; March 13th Village Board. No changes, corrections or additions were proposed. Minutes were accepted as presented. BOARD, STAFF and COMMITTEE REPORTS Public Works DPW Erickson presented his report updating the Trustees on projects since the last meeting. Police Chief Olson was not in attendance. President Kucera briefly reviewed the police report and year- to-date graph. Clerk/Treasurer C/T Meyer presented a report on the results of the April 4th election. A list of licenses and permits issued since the last meeting and the cash report showing a checking account balance of $29,996.53 after all vouchers are paid and a Treasury account balance of $460,872.56 was also presented. C/T Meyer asked if anyone had questions on the budget to expected report. No one did. Library Lynett Yoerg, Library Director went though the monthly Library report showing March activities and upcoming April programs. 1 Village Board Meeting Monday, April 10, 2023 6:15 p.m. Public Hearing - Indianhead Credit Union CUP application President Kucera called the Public Hearing to order at 6:15 p.m. Clerk/Treasurer Meyer read the Public Hearing Notice. President Kucera asked for anyone wishing to speak in favor of the Conditional Use Permit (CUP) application received from Indianhead Credit Union to build a new office with drive-thru building at 725 S. Robert Street. Kyle Larson, Keller, Inc., explained since the lot is a corner lot, changing the address from a State Rd 70 address to 725 S. Robert Street would allow Indianhead Credit Union to meet the required setbacks for the B-2 zoning district. With no State Rd 70 approved access, the entrance would be off of Robert Street. Larson presented revised site plans for the proposed building. President Kucera asked for anyone wishing to speak against the CUP application. No one appeared. President Kucera closed the Public Hearing at 6:20 p.m. Trustee Java asked what the Plan Commission had recommended. President Kucera reported they recommended approval. Motion by Trustee Barton, second by Trustee Henderson to follow the Plan Commission’s recommendation and approve the Conditional Use Permit for Indianhead Credit Union to build a new credit union office with drive-thru at 725 S. Robert Street (parcel 131-2-38-19-14-5 15-361-018000). Motion carried unanimously. BOARD, STAFF and COMMITTEE REPORTS (continued) Fire Association Trustee Barton reported the Fire Association Board met on March 20, 2023. Trustee Barton reported the inspection reports will now be compiled on a new computer program eliminating the need for paper reports, the buffer at Memory Lake will be burned in June and the truck inspections were passed. Pickleball Trustee Peer updated the Trustees on the progress of the new pickleball courts to be located at Memory Lake Park. The committee has been meeting every 2 weeks and will have their first fundraising event on May 7th . 6:30 p.m. Public Hearing – Zero Lot Line Ordinance The Trustees reviewed a draft ordinance for new construction of duplexes that would be allowed to be split and sold separately in the future. President Kucera called the Public Hearing to order at 6:30 p.m. C/T Meyer read the Public Hearing Notice. President Kucera asked if anyone wished to speak for or against the proposed ordinance. No one appeared. President Kucera closed the Public Hearing at 6:31 p.m. and relayed the Plan Commission’s recommendation to approve the ordinance pending attorney approval. Motion by Trustee Java, second by Trustee Peer to adopt the Zero Lot Line Ordinance pending review by the Village attorney. Motion passed unanimously. Class “B” Beer/Class C Wine license An application was received from MC Rentals, LLC dba The Grind Coffee Bar & Boutique, 131 W. Madison Avenue. Motion by Trustee Java, second by Trustee Janke to approve the Class “B” Beer/Class C Wine license for MC Rentals, LLC dba The Grind Coffee Bar & Boutique, 131 W. Madison Avenue, Marley Vlasnik, agent, to expire June 30, 2023. Motion passed unanimously. Gary Strand, P.E.-Cooper Engineering The Trustees discussed an email received from Gary Strand, P.E., engineer on the Well #3 Manganese Removal project. The email was in response to a letter they asked C/T Meyer to send asking Strand to retract his contract amendment request for additional funds of $3,080 due to additional engineering for the additional equipment and chemicals that had to be added to 2 Village Board Meeting Monday, April 10, 2023 the original plans to remove enough manganese to meet EDA requirements. Strand’s email asked the Village to reconsider approving the contract amendment and indicated he would not be filing the WI DNR required final report of the Sodium Permanganate feed system if the contract amendment was not approved. Motion by Trustee Barton, second by Trustee Java to table a decision on the Cooper Engineering contract amendment until the Special Village Board meeting on April 24th so further research can be done on the required WI DNR final report. Motion passed unanimously. Rod Kleiss joined the meeting at 6:43 p.m. 6:45 p.m. Pam Peterson – Big Gust Days C/T Meyer reported Peterson had a family emergency and was unable to attend the meeting. Peterson asked C/T Meyer to relay her questions to the Board. 1) various items. Her list of questions was in regards to this year’s Big Gust Days’ celebration on June 2nd and 3rd . Without a Chamber to coordinate events, pay for and carry the event insurance and pay for the Sentinel ad and poster, Peterson wanted to know if each event was responsible for their own insurance and advertising. She was also wondering about the Board’s thoughts on continuing the event and on re- establishing a Chamber of Commerce. The consensus was to keep having Big Gust Days and to spend the next year re-establishing a Chamber of Commerce. 2) street closures. Peterson also included a map of requested street closures for this year’s Big Gust Days’ events. Motion by Trustee Java, second by Trustee Janke to approve Pam Peterson’s request to close the following streets for Big Gust Day’s on June 3rd , 2023: Brad Street from Burnett Avenue to E. Olson Drive, E. Olson Drive from Brad Street to N. Pine Street, Madison Avenue from S. Robert Street to W. Olson Drive and Oak Street from Madison Avenue to E. Olson Drive. Motion passed unanimously. Airport Entitlement money transfer C/T Meyer explained the letter received from Mark Graczykowski, P. E., Airport Program Engineer with WisDOT-Bureau of Aeronautics, requesting the Village transfer their 2019 and 2020 Airport Entitlement funds to Waukesha County for a project they are starting in the coming months. Meyer also indicated she had asked if this would be a transfer or a loan of Entitlement funds that the Village could request back in the future. Graczykowski responded the Bureau is not doing loans of Entitlement funds anymore so it would be a transfer of funds. President Kucera addressed Rod Kleiss and said he would re-open Public Comments to give Kleiss an opportunity to speak on this subject. Kleiss said he expects the airport to be finished. If the Bureau would not agree to allow Grantsburg to loan the Entitlement money to another airport, he would pressure them to allow this. Kleiss said the Village Board was making a large mistake by not having someone in aviation in this conversation. He felt this was sad, it could be a remarkable airport before the Board shut things down. Motion by President Kucera, second by Trustee Janke to transfer the 2019 and 2020 Airport Entitlement funds to Waukesha County Airport. Motion passed unanimously. 3 Village Board Meeting Monday, April 10, 2023 Bills Motion by Trustee Janke, second by Trustee Barton to approve payment of the bills as presented: Checks #34999-35001, #35030-35060 $150,755.38 Payroll vouchers #V8334-8366 $32,036.26 ACH/EFTPS payments $49,845.21 Total $232,636.85 Motion passed unanimously.
