Village of Grantsburg Special Village Board/Organizational Meeting Monday, April 24, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, April 24, 2023, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Leo Janke, Trustee Hank Java, Trustee Maurice DJ Henderson, Trustee John McNally Others: Director of Public Works John Erickon, Deputy Clerk/Treasurer Allison Longhenry, Brent Blomberg Call to Order President Kucera called the Special Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. President Pro Tem. Motion By President Kucera, second by Trustee Barton to nominate Trustee Peer as President Pro Tem. Motion passed unanimously. Trustee Peer accepted the appointment. Ordinance §160-5 Standing Committees Motion by Trustee Janke, second by Trustee Peer to change Ordinance §160-5 Standing Committees to Administration Committee, Public Safety Committee, Public Works Committee, and Leisure & Recreation Committee. Motion passed unanimously. Committee Appointments Motion by Trustee Java, second by Trustee Henderson to approve the Committee appointments for the following committees: Administration, Public Safety, Public Works and Leisure & Recreation (see attached). Motion passed unanimously. Representatives Motion by President Kucera, second by Trustee Java to approve Village representatives for the following boards: Library, Towns’ Association, Ambulance Committee, Fire Association, Fair Society, Plan Commission, Industrial Development Corp. Liaison, and Board of Review (see attached). Motion passed unanimously. Administration Committee recommendations 1) Financial overview Nothing to report. 2) Pickleball courts Trustee Peer reported the committee is waiting to hear if the Village is awarded the Vibrant Spaces Grant and the committee has decided to turn the pickleball courts to allow for three competitive size courts. 3) Hunting Police Chief Olson asked if the Village wanted to allow hunting on Village owned property even though there is currently an Ordinance against it. The consensus was to enforce the Ordinance and post “No Hunting” signs 6:15 p.m. Public Hearing – CUP President Kucera called the Public Hearing to order. C/T Meyer read the Public Hearing Notice. President Kucera asked if there was anyone that wished to speak in favor of 1 Village Board Meeting Monday, April 10, 2023 or against the Conditional Use Permit application received from Crex Development Corp., owner and Roger Vannelli dba Puff N Stuff, applicant for a smoke shop at 441 State Rd 70 E. No one appeared. President Kucera closed the Public Hearing at 6:20 p.m. and reported the Plan Commission recommends the Village Board table a decision on the CUP application until a meeting can be set up with the applicants to answer questions and concerns about the smoke shop. Motion by President Kucera, second by Trustee Peer to follow Plan Commission’s recommendation and table a decision on the Conditional Use Permit application received from Crex Development Corp., owner and Roger Vannelli dba Puff N Stuff, applicant for a smoke shop at 441 State Rd 70 E. until the owners can be present to answer questions and concerns. Motion passed unanimously. Water Manganese Project DPW Erickson reported he and Deputy C/T Longhenry had gathered the requested information and sent a final report to the WI DNR on the sodium permanganate feed system at Well #3. The WI DNR accepted their final report. Motion by Trustee Peer, second by Trustee Henderson to deny the contract amendment submitted by Gary Strand, P.E., Cooper Engineering in the amount of $3,080 for Well #3 Manganese Removal project and to have C/T Meyer send a thank you to Cooper Engineering and let them know the final report has been filed and accepted. Motion passed unanimously. THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to conduct the one-year performance evaluation of the Director of Public Works pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.” Motion by Trustee Java, second by Trustee Barton to convene into closed session. Motion passed unanimously. DPW Erickson & Brent Blomberg left the meeting. THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). Motion by President Kucera, second by Trustee Barton to reconvene into open session. Motion passed unanimously. DPW Erickson rejoined the meeting. Motion by Trustee Janke, second by Trustee Henderson to approve the wage increase, as discussed, for Director of Public Works Erickson. Motion passed unanimously. President Kucera welcomed Trustee John McNally, elected as a new Village Trustee.
