Village of Grantsburg Village Board of Trustees Special Meeting Monday, November 27, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, November 27, 2023, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Hank Java, Trustee Maurice DJ Henderson, Trustee Leo Janke, Trustee John McNally, Others: Police Chief Mitch Olson, DPW John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Pool Manager Julie Fiedler, Sharon Johnson Call to Order President Kucera called the Special Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. 6:00 p.m. Public Hearing 2024 Budgets President Kucera called the Public Hearing to order at 6:10 p.m. Clerk/Treasurer Meyer read the Public Hearing Notice. No one appeared for or against the 2024 Budgets. The Public Hearing was closed at 6:11 p.m. C/T Meyer explained one minor change to the 2024 General Fund budget from the published version was moving $2,000 from splashpad water expense to Summit Avenue resurfacing due to DPW Erickson receiving an estimate for the resurfacing project. Motion by President Kucera, second by Trustee Janke to approve the 2024 Budgets as follows: General Fund revenues $1,608,995 and expenditures $1,608,995; Capital Projects revenues $3,157,599 and expenditures $3,157,599; Water Utility revenues $413,009 and expenditures $396,584 plus depreciation/amortization $96,015; Sewer Utility revenues $265,883 and expenditures $328,306 plus depreciation/amortization $77,152; Storm Water Utility revenues $75,689 and expenditures $$59,879 plus depreciation $32,098; Tax Increment Financing Districts revenues $96,220 and expenditures $44,003. Motion passed unanimously. Notion by Trustee McNally, second by Trustee Peer to set the Village’s 2023 collected in 2024 levy at $483,260. Motion passed unanimously. THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to consider candidate(s) for the Public Works’ crew position pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.” Motion by Trustee Barton, second by Trustee Henderson to convene into closed session at 6:25 p.m. Motion passed unanimously. THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). Motion by Trustee Peer, second by Trustee Barton to reconvene into open session at 6:33p.m. Motion passed unanimously. 1  Special Village Board Meeting Monday, November 27, 2023 Motion by Trustee Peer, second by Trustee Barton to extend an offer of employment to Allan Hicks for the full-time Public Works’ crew position at a starting wage of $20 per hour.
