Village of Grantsburg Village Board of Trustees Meeting Monday, November 13, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, November 13, 2023, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Leo Janke, Trustee Hank Java, Trustee Maurice DJ Henderson, Trustee John McNally. Others: Police Chief Mitch Olson, Director of Public Works John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County Sentinel, Brent Blomberg Call to Order Acting President Peer called the Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Public Comments No one appeared. Correspondence Included in the Board packets for their review: Burnett County Administration newsletter and Comp Plan update; Golf Course financials Sept and YTD Minutes President Kucera asked if there were any changes, corrections or additions to the minutes presented from the following 2023 meetings: October 9th Village Board; October 25th Administration Committee; October 30th Special Village Board. None were proposed. Minutes were accepted as presented. STAFF REPORTS Public Works 1) DPW Erickson presented his report updating the Trustees on projects since the last meeting including installation of new garage door, motion lights on the north side of the garage, and a handicapped swing at the Memory Lake playground, W. Harrison Avenue between N. Oak Street and N. Park Street was paved, and Christmas lights will be up by December 1st . Police Chief Olson presented his report on calls for service saying October was a very busy month for the Police Department with 102 calls. Chief Olson reported Andrew Tyler was interviewed and has accepted the Village’s offer of employment as a full-time officer. Tyler will be finishing school for Criminal Justice in December and will start attending the Police Academy at Chippewa Valley Technical College in Eau Claire in January. There will be some occasional training started when time allows. 1 Village Board Meeting Monday, November 13, 2023 Fire Association Trustee Barton reported Cory Barnette, Grantsburg Fire Chief, was awarded First Responder of the Year in a ceremony held on October 26, 2023. Congratulations Cory! Clerk/Treasurer C/T Meyer presented a list of licenses and permits issued since the last meeting, the cash report showing a checking account balance of $27,888.98 after all vouchers are paid, a Treasury account balance of $221,759.25. C/T Meyer also presented proposed changes to the 2023 Budgets. Motion by Trustee Java, second by Trustee Janke to approve 2023 Budget changes as presented. Motion passed unanimously. Library 1) Director Yoerg presented the monthly Library report showing October activities and upcoming November programs. COMMITTEE REPORTS Administration Committee recommendations: 1) Uniform Dwelling Code (UDC) enforcement. President Kucera explained the committee’s recommendation. Motion by Trustee Janke, second by Trustee Barton to continue with the same Uniform Dwelling Code (UDC) enforcement as in past years for new one- and two-family dwellings and additions to homes newer than 1980. Motion passed unanimously. 2) Pickleball project additional blacktop costs. President Kucera explained the discussion held during the Administration Committee saying the existing blacktop will be left as is until spring, the skating rink light will be re-installed as soon as possible, and fundraising will continue through the winter by Rotary and the pickleball committee. Matt Berg, Endangered Resource Services, LLC A contract was presented for a point intercept survey that will be needed for the WI DNR Surface Water Grant application. These services can not be performed until spring. Motion by Trustee Barton, second by Trustee Janke to approve the contract with Endangered Resource Services, LLC in the amount of $1,236 for a point intercept survey to be completed in late May/early June 2024 as needed for the WI DNR Surface Water Grant. Motion passed unanimously. Spring Election C/T Meyer explained the process for the Trustees up for re-election in the Spring of 2024. Necessary paperwork was available for those interested. Nomination signatures may be obtained after December 1, 2023, and must be turned into the Clerk’s office by 5:00 p.m. on January 2, 2024, to appear on the ballot at the Spring Election on April 2, 2024. Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as presented: Checks #35398-35463 $147,255.67 Payroll vouchers #V8606-V8640 $35,288.66 ACH/EFTPS payments $47,923.29 Total $230,467.62 Motion passed unanimously. 2 Village Board Meeting Monday, November 13, 2023 Trustee reports, concerns, etc. Trustee Peer reported on his attendance at the League of WI Municipality’s conference.
