Village of Grantsburg Village Board of Trustees Meeting Monday, January 13, 2025 The Board of Trustees for the Village of Grantsburg met on Monday, January 13, 2025, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Hank Java, Trustee John McNally, Trustee Rick Lindberg. Trustee Leo Janke via conference call. Others: Director of Public Works John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County Sentinel, Brent Blomberg Call to Order. President Kucera called the Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Public Comments. Lynett Yoerg, Library Director, thanked the Village crew for shoveling in front of the library and for fixing the lights on the south end of the building. Correspondence. Included in the Trustee packets were the Burnett County Administration newsletter and a monthly project update report from S E H. Minutes. President Kucera asked if there were any changes, corrections or additions to the minutes presented from the following 2024 meetings: December 9th Administration Committee, and December 9th Village Board. None were proposed. Minutes were accepted as presented. STAFF REPORTS Public Works 1) DPW Erickson presented his report informing the Trustees of items the Village crew has been working on since the last board meeting, including piling limbs in the Industrial Park, and preventative maintenance on equipment. DPW Erickson thanked Trustee Janke for his work on the skating rink. Erickson reported that Recycling Control Commission will no longer be accepting light bulbs and appliances at the recycling center. Erickson has found another source for collection of these items, so customers should not see an interruption in collection. Police Chief Woody was not able to attend the meeting but submitted a report detailing police department happenings including having the new Dodge Durango, which was purchased early in 2024, fully equipped and in service, and several upcoming trainings he and his department will be attending. The police calls for service report and graph were also included in the packets. 1  Village Board Meeting Monday, January 13, 2025 Clerk/Treasurer C/T Meyer presented the licenses and permits report showing one zoning permit and two operator licenses issued since the last meeting, the cash report showing a checking account balance of $247,119.32 after all vouchers are paid, and a Treasury account balance of $449,214.69. Meyer reported that the office is busy collecting real estate taxes and preparing for the Auditors who will be in the office next week. Library 1) Library Director Yoerg presented the monthly Library report showing December activities and upcoming January programs. Director Yoerg reported talking with newly elected Wisconsin Assembly District 75 Representative Duke Tucker about library needs and e- circulations. Fire Association Rep Trustee Barton reported on the meeting held a week ago, saying the number of firefighters is down to 17 so Grantsburg Fire will be relying on mutual aid for a lot of their incident calls. The department is still working on grants to replace their outdated SCBA equipment. COMMITTEE REPORTS Administration Committee 1) Public Works’ truck purchase. Motion by Trustee Java, second by Trustee Peer to approve the purchase of a 2025 Ram 1500 Tradesman Crew Cab 4X4 with 5’7” box in the amount of $40,165 after discount and rebates for the Public Work’s Department. Motion passed unanimously. 2) Campground project savings. Motion by Trustee Barton, second by Trustee McNally to follow the Administration’s recommendations and approve the cost savings items on the new campground project totaling $112,850 by eliminating showers at the bathhouse and asphalt paving on the back loop, reducing recycled picnic tables and finding a less expensive alternative to the fire rings proposed. Motion passed unanimously. 3) Superior Fuel lease. Motion by Trustee Java, second by President Kucera to approve a 20-year lease with Superior Fuel to operate a bulk propane plant on 2 to 3 acres of a parcel owned by the Village located west on State Road 70 (parcel #07-131-2- 38-19-15-3 02-000-011000) for a monthly rent of $700 with a 3% increase in rent every two years. Motion passed unanimously. 4) WERC Petition for Election to join Teamsters Local 662. President Kucera explained the misunderstanding of the WERC Petition from a previous meeting, explaining that signing the Petition for Election would only allow WERC to have the two full-time Police Officers vote on whether they want to join the Teamsters Local 662. Motion by Trustee Peer, second by Trustee Barton to sign the Petition of Election which gives WERC permission to send information to the two full-time Police Officers so they can cast 2  Village Board Meeting Monday, January 13, 2025 their vote on whether they want to join the Teamsters Local 662 or not. Motion passed unanimously. 5) Community Center long-term rental agreement with Grantsburg School. Motion by Trustee Barton, second by Trustee Lindberg to approve a draft rental agreement with the Grantsburg School District for use of the Community Center for their gymnastics program and Storage Room #2 for storage of gymnastics equipment. Motion passed unanimously. 6) APM plan continue? Motion by Trustee McNally, second by Trustee Peer to have SEH resume work on the Aquatic Plant Management plan for Memory Lake. Motion passed unanimously. Stout Construction app for payment #1. Motion by Trustee Java, second by Trustee Peer to approve Application for Payment No. 1 received from Stout Construction in the amount of $61,322.50 on the Campground Expansion project. Motion passed unanimously. Bills Motion by Trustee Java, second by Trustee Barton to approve payment of the bills as presented: Checks #36159-36227 $1,139,790.49 Payroll vouchers V9254-V9305 $55,543.06 ACH/EFTPS payments $113,560.08 Total $1,308,893.63 Trustee McNally asked several questions on the bills. Motion passed unanimously. Trustee reports, concerns… Trustee Peer commented on the number of Christmas displays in the park this year and how nice they looked.
