Village Board of Trustees Meeting
Monday, February 10, 2025
The Board of Trustees for the Village of Grantsburg met on Monday, February 10, 2025, at 6:00
p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Hank
Java, Trustee John McNally, Trustee Rick Lindberg. Trustee Leo Janke via conference call.
Others: Police Chief Jared Woody, Director of Public Works John Erickson, Deputy
Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County
Sentinel, Dan Penzkover & Brea Grace from SEH, Brent Blomberg
Call to Order. President Kucera called the Village Board meeting to order at 6:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited.
Public Comments. No one appeared
Correspondence. Included in the Trustee packets were the Burnett County Administration
newsletter and a monthly project update report from S E H.
Minutes. President Kucera asked if there were any changes, corrections or additions to the
minutes presented from the following 2025 meetings: January 13th Administration Committee,
and January 13th Village Board. None were proposed.
Minutes were accepted as presented.
Library Board appointments. Motion by Trustee Java, second by Trustee Janke to
appoint Dessie Thoreen and Karen Paap, both to a 3-year term to start immediately for
Thoreen and April 1st for Paap and both ending on 4/30/2028. Motion passed unanimously.
STAFF REPORTS
Public Works 1) DPW Erickson presented his report informing the Trustees of items the Village
crew has been working on since the last board meeting, including continuing to pile limbs in the
Industrial Park, ordering the new Public Works truck with an expected delivery of 3 months, and
having each crew member operating different snow removal equipment so everyone is able to
operate all of the equipment proficiently. Trustee Janke asked for more salt/sand at
intersections throughout the Village. DPW Erickson will take a look.

Police Chief Woody presented his police report and graph. Chief Woody reported he has
recently completed some Police Chief training, and winter parking tickets are being issued.
DPW Erickson said how nice it is to not have vehicles on the streets when plowing.
Clerk/Treasurer C/T Meyer presented the licenses and permits report showing four operator
licenses issued since the last meeting, the cash report showing a checking account balance of
$44,554.29 after all vouchers are paid, and a Treasury account balance of $1,149,214.69. C/T
Meyer reported that the Village Auditors spent a week at the office and are now working on the
2024 Audit Report. Preparations are underway for the February 18 Spring Primary election, and
work is being done on the new website, on-line payments and on-line camping reservations.
Library 1) Library Director Yoerg presented the monthly Library report showing January
activities and upcoming February programs. Director Yoerg on a $1,000 grant received from
Community Bank for the teen area.
COMMITTEE REPORTS
Administration Committee
1) Community Center rental agreement with Grantsburg School District. C/T Meyer
explained the School Board’s requested changes to the draft agreement the Village sent
to the school. They wanted a termination clause added so if the agreement needed to be
terminated during the five-year term there wouldn’t be a penalty imposed, an additional 5
feet to the south for the balance beams, and exclusive use of the north one-half of the
Community Center when the gymnastics equipment in set up in exchange for the Village
retaining ownership of the room divider panels.
Motion by President Kucera, second by Trustee Peer to follow the Administration
Committee’s recommendation and add a termination clause, add the extra five feet
for storage of the beams, deny exclusive use of the north one-half of the
Community Center when the gymnastics equipment is set up, and return the
agreement to the school for their consideration. Motion passed with Trustee Java
abstaining.
2) Wastewater Treatment Project. Dan Penzkover and Brea Grace from SEH explained
financing for the WWTP and for the Water Treatment project for Wells #1 & #2 as they
had done with the Administration Committee. Motion by Trustee Peer, second by
Trustee Barton to move forward with the Wastewater Treatment Project with WDNR
Clean Water funding (CWF) of $1,200,000 principal forgiveness and a low interest
loan for the balance and to apply for a HUD Community Development Block Grant
(CDBG) and WDNR Safe Water funding (SWF) for the Well #1 & #2 Water Treatment
project. Motion passed unanimously.
3) Memory Lake APM plan & dredging report from Cumberland. The Trustees were directed

to the Administration Committee’s packet with an informational memo detailing the
process used for a dredging project being done in Cumberland, WI. The memo outlined
the timeline and cost of the project taken on by the Beaver Dam Lake District.
Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as
presented:
Checks #36208-36211, 36228-36285 $369,087.15
Payroll vouchers V9306-V9339 $37,821.97
ACH/EFTPS payments ($12,929.51)
Total $393,979.61
Trustee McNally asked several questions on the bills. Motion passed unanimously.
Trustee reports, concerns… Trustee Peer reported on a round table discussion being held
by the League of WI Municipalities on March 27th in Menomonie. Trustee Java received a
complaint about the loud trucks on State Road 70. Trustee McNally, who lives on State Road
70, believes the current condition of the road and empty trucks contribute the most to the noise.
Adjournment The Village Board meeting was adjourned at 7:03 p.m.
