Village of Grantsburg Village Board of Trustees Special Meeting Wednesday, February 26, 2025 The Board of Trustees for the Village of Grantsburg met on Wednesday, February 26, 2025, at 5:00 p.m. at 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee John McNally, Trustee Rick Lindberg Absent: Trustee Leo Janke, Trustee Hank Java Others: DPW John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Dan Penzkover, Jeremiah Wendt & Jeffrey Nussbaum, all from SEH Call to Order President Kucera called the Special Village Board meeting to order at 5:00 p.m. Clerk/Treasurer Meyer conducted roll call. The Pledge of Allegiance was recited. WWTP project. C/T Meyer gave a brief history of the Wastewater Treatment Plant project and funding activity to date. Jeremiah Wendt, SEH, went through the timeline needed to meet WDNR requirements for closing the Clean Water Fund loan and finishing the project. SEH will finish preparing the project plans and specs, prepare the bid documents for distribution in early April with an award date at the end of April. The WWTP project will include updates at the treatment plant and lagoons, extension of water main to the WWTP, relocation of the main lift station in the campground from the existing location to near Olson Drive and relocation of sewer lines in the campground. The anticipated completion date for the project is the fall of 2026. Trustee McNally asked about the useful life of the updates. Wendt explained the WDNR requires a 20-year plan to be used in the Facility Plan, but the majority of the project will have about a 30-year useful life. It may last longer. The sewer pipe will probably last 50 years or more. As the Resident Project Representative for the Village, Wendt will oversee the general contractor who will oversee the subcontractors. Trustee Lindberg asked about State approvals. Wendt said approvals will be needed for parts of the project like plumbing and electrical work. Trustee Peer asked about removing the existing lift station building, Wendt said it was most efficient to remove it. Motion by Trustee Peer, second by Trustee Barton to approve the WWTP contract with SEH for bidding services, construction contract administration, and resident project representative services in the amount of $525,000. Motion passed unanimously. Dan Penzkover, SEH, told the Trustees there would be some date revisions on the financing contract previously approved with Brea Grace, SEH, for administering the CWF financing for this project, at the March 10th meeting. WTP Well 1 & 2. Jeffrey Nussbaum, SEH, explained the PILOT testing for iron and manganese removal at Wells 1 & 2 has been completed and submitted to WDNR for approval. Once approved, the next step is preliminary design services. The preliminary design services will provide several project alternatives and cost estimates for each. This process will take 1  Special Village Board Meeting Wednesday, February 26, 2025 approximately 3 to 4 months. Once the Village has selected which alternative they prefer, final design work will be needed with approval from both WDNR and WI Public Service Commission (WPSC). The project will be bid in late 2025 or early 2026 with a 2026-2027 construction period. Motion by Trustee McNally, second by President Kucera to approve the contract with SEH for preliminary design services on the Water Treatment Plant project for iron and manganese removal at Well #1 and Well #2 for $69,400. Motion passed unanimously. 2025 Community Center rental agreement with Grantsburg School District. C/T Meyer reported that the School Board reviewed the last draft Community Center rental agreement at their meeting on February 24, 2025, and again tabled a decision. The School Board has various questions, concerns and suggestions for the agreement. The matter was referred to the Administration Committee for their recommendation on March 10, 2025.
