Village Board of Trustees Meeting
Monday, April 14, 2025
The Board of Trustees for the Village of Grantsburg met on Monday, April 14, 2025, at 6:00 p.m.
in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Leo
Janke, Trustee Hank Java, Trustee John McNally, Trustee Rick Lindberg.
Others: Police Chief Jared Woody, Director of Public Works John Erickson, Deputy
Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County
Sentinel, Kianna Lindh-MSA Professional Services, Scott DeRocker, John Addison, Sam
Campeau, Todd Satter, Brent Blomberg.
Call to Order. President Kucera called the Village Board meeting to order at 6:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. President
Kucera congratulated the three Trustees elected at the April election and Deputy Clerk/Treasurer
Longhenry for handling a successful Spring Election.
Appearances. Kianna Lindh with MSA Professional Services presented an agreement for Tax
Increment Financing (TIF) Planning and Consultant Services for 2025-2027, in the amount of
$7,500. Motion by Trustee Java, second by Trustee Barton to approve the 2025 to
December 31, 2027, agreement with MSA Professional Services for Tax Increment
Financing Planning and Consultant Services in the amount of $7,500. Motion passed
unanimously.
Scott DeRocker appeared on behalf of the Grantsburg American Legion requesting permission
to host a UTV/ATV run. The event is expected to attract over 150 participants and DeRocker
asked to have vehicles with trailers park at the Village Shop and Village Office parking lots, if
needed. Motion by President Kucera, second by Trustee Janke to approve the request
from Scott DeRocker, Grantsburg American Legion, to host the 2nd Annual Spring
UTV/ATV Patriot Run on Saturday, April 26, 2025, to close one-half of E. Olson Drive by
the Legion and to use the Village parking lots, if needed. Motion passed unanimously.
Public Comments. No one appeared.
Correspondence. Included in the Trustee packets were the Burnett County Administration
newsletter, a Northwest Regional Planning Commission newsletter and a monthly project update
report from S E H.

Minutes. President Kucera asked if there were any changes, corrections or additions to the
minutes presented from the following 2025 meetings: March 10th Administration Committee;
March 10th Village Board; March 24th Administration Committee. None were proposed.
Minutes were accepted as presented.
TLC Liquors, LLC. Troy Chamberlin submitted a change of agent form for the liquor license
and tobacco license currently held by TLC Liquors, LLC dba Red Stag Saloon to change the
agent from Laura Chamberlin to Troy Chamberlin. Motion by Trustee McNally, second by
Trustee Janke to approve changing the agent from Laura Chamberlin to Troy Chamberlin
on the liquor license and tobacco license currently held by TLC Liquors, LLC dba Red
Stag Saloon, 101 W. Madison Avenue. Motion passed unanimously.
Grantsburg Housing Authority Appointment. Motion by President Kucera, second by
Trustee Peer to appoint Hank Java to the Grantsburg Housing Authority/Crexway Court
Board of Commissioners to fill an unexpired term to expire March 1, 2028. Motion passed.
Trustee Java abstained.
STAFF REPORTS
Fire Assn. Village Rep Trustee Barton reported on the April 3rd Fire Association meeting. There
are currently 16 active firefighters, the department is still looking for grant money for purchasing
SCBA equipment and the grant for High School students has been approved. Chief Barnette
will be working with Grantsburg School Superintendent Josh Watt about the details.
Library 1) Library Director Yoerg presented the monthly Library report showing March activities
and upcoming April programs. Yoerg reported on a successful craft show held in the Learning
Center.
Clerk/Treasurer C/T Meyer presented the licenses and permits report showing seven operator
licenses, three building/zoning permits, and one license extension issued since the last
meeting, the cash report showing a checking account balance of $26,206.65 after all vouchers
are paid, and a Treasury account balance of $356,420.98. C/T Meyer also provided an Actual
to Expected report showing revenues and expenditures to date compared to the 2025 budget.
Police Chief Woody presented his police report and graph comparing the number of calls in
March 2025 to March 2024 and March 2023. Chief Woody reported the department is still
working on the large drug bust case, Rock the Block event went fine, and while at training,
Officer Tyler’s squad was damaged by a hit and run driver. When the squad is repaired, it will
be getting the new Police Department logo.
Public Works 1) DPW Erickson presented his report informing the Trustees of items the Village
crew has been working on since the last board meeting. Erickson reported the new Dodge

pickup has arrived, the campground is open, the street signs are up in the new Industrial Park
expansion along with 5 new stop signs throughout the Village, hydrant flushing has started,
street pole banners are up, main street benches are out, street patching and sweeping is being
done, the street painter has been ordered so lines can be painted before Big Gust Days, and
Spring Cleanup has been set for June 16-20. DPW Erickson also reported there was damage
done to the new pickleball surface over the winter/spring possibly from roller blades or
skateboards. The contractor will come back and repair the surface this time, at no cost.
COMMITTEE REPORTS
Administration Committee
1) Community Center room divider panels. C/T Meyer reported the Grantsburg School
District has approved the Community Center & Storage Room #2 rental agreement for
January 1, 2025 to December 31, 2029. Motion by Trustee Peer, second by Trustee
Janke to approve the purchase of portable room divider panels at an estimated
cost of $9,000 to be used by the gymnastics program to separate their equipment
from the south one-half of the Community Center when it is rented. Motion passed
unanimously.
2) Stout Construction-campground change orders. Motion by Trustee Java, second by
President Kucera to approve Change Orders #1 and #2 from Stout Construction
reducing the cost of the campground project by $113,395.70 with the elimination of
items including the shower addition, pavement on back roadway loop, fire rings,
and 20 picnic tables made from recycled material and another reduction of
$3,682.56 for directionally drilling rather than cutting the asphalt on Olson Drive
when installing the water and sewer services for the campground. Motion passed
unanimously.
3) Aquatic Plant Management (APM) plan. C/T Meyer explained the draft APM report was
included in the Board packets, The Trustees were asked to review the report and give
any changes or corrections to C/T Meyer by Thursday, April 17th so SEH can incorporate
them into the report before submittal to the WDNR by May 1st.
Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as
presented:

ACH/EFTPS payments $275,455.84
Total $466,665.92
Motion passed unanimously.
Local Government 101. C/T Meyer reported she will be signing up for the League of WI

Municipalities’ Local Government 101 virtual link and will be distributing the link to Trustees
Lindberg, Campeau and Addison once received.
Trustee reports, concerns… Trustee Peer reported on the Housing Meeting held at Burnett
County which was sponsored by area Chamber of Commerce’s. 56% of houses in Burnett
County are cabins and vacant for one-half of the year and home prices are higher in Burnett
County than in Polk County.
THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to perform a 6-month performance
evaluation of the Police Chief pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment, promotion,
compensation or performance evaluation data of any public employee over which the government body
has jurisdiction or exercises responsibility.”
Motion by Trustee Peer, second by Trustee Janke to convene into closed session at 6:56 p.m.
Motion passed unanimously.
THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2).
Motion by Trustee Java, second by Trustee Barton to reconvene into open session at 7:03 p.m.
Motion passed unanimously.
Motion by President Kucera, second by Trustee Java to honor the employment offer letter issued
to Chief Woody upon hire to increase his salary by 4% after six months of employment, provided
he receives a satisfactory or above at his performance review. Motion passed unanimously.
Adjournment The Village Board meeting was adjourned at 7:05 p.m.
