Village Board of Trustees Meeting
Monday, May 12, 2025
The Board of Trustees for the Village of Grantsburg met on Monday, May 12, 2025, at 6:00 p.m.
in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Rick Lindberg, Trustee Greg Peer, Trustee Leo Janke, Trustee Hank Java,
Trustee Sam Campeau, Trustee John Addison.
Others: Police Chief Jared Woody, Director of Public Works John Erickson, Deputy
Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County
Sentinel, Brandon Wilger-Two Rivers Accounting via zoom, Pam Peterson-Grantsburg Area
Chamber of Commerce, Jeremiah Wendt and Bridget Anderson-SEH, Mike Janke, Scott

Call to Order. President Lindberg called the Village Board meeting to order at 6:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited.
Oaths C/T Meyer administered the Oath of Office to newly elected Trustees, Rick Lindberg,
Hank Java, John Addison, and Samuel Campeau.
Appearances. Scott DeRocker, Jeff Elmer and Dave Franklin of the Northwest Wisconsin Dust
Devils appeared to request the Village work with the organization to open areas and trails to
UTV/ATVs within the Village. The group asked about opening the west section of Madison
Avenue to the alley so UTV/ATVs could access Hummer’s Rendezvous and Dale’s Country Café
and to allow the use of the trail that crosses Airport property to keep the UTV/ATVs off County
Road D. The group is also working with WDNR to provide safe routes from Grantsburg to
Danbury. President Lindberg suggested DeRocker email their specific requests to the Village
and to include the items on the Public Safety meeting on Wednesday for discussion.
Brandon Wilger, Two Rivers Accounting, appeared via zoom to present a summary of the
Village’s 2024 Audit Report.
Pam Peterson-Grantsburg Area Chamber of Commerce joined the meeting at 6:35 p.m.
Peterson presented a map showing requested street closures for Big Gust Days, June 7th. The
request included the Village Crew help by moving picnic tables and providing street closure signs
and barricades. Motion by Trustee Peer, second by Trustee Janke to approve the
requested street closures for Big Gust Days on June 7th to include Madison Avenue from

W. Olson Drive to S. Robert Street leaving the intersection at Madison and S. Pine Street
open, and Brad Street from E. Burnett Avenue to E. Olson Drive. Motion passed
unanimously.
Public Comments. No one appeared.
Correspondence. Included in the Trustee packets were the Burnett County Administration
newsletter, a Northwest Regional Planning Commission newsletter, the monthly project update
report from S E H, Notice of Public Comment Period for Memory Lake Aquatic Management
plan, the EDA closeout letter for the Industrial Park project.
Minutes. President Lindberg asked if there were any changes, corrections or additions to the
minutes presented from the following 2025 meetings: April 14th Administration Committee; April
14th Village Board; April 15th Administration Committee; April 28th Administration Committee;
April 28th Public Safety Committee, and May 8th Administration Committee. None were proposed.
Minutes were accepted as presented.
Wastewater Treatment Plant (WWTP) Improvements. Jeremiah Wendt, SEH, Project
Manager on the WWTP Improvements project introduced Bridget Anderson, SEH, Project
Engineer and on-site representative. Wendt reported there were three bids received on the
project with Market & Johnson, Inc., Eau Claire, WI submitting the low bid at $5,435,026. The
other two bids were from Minger Construction Co., Inc., at $5,476,025.45 and Staab
Construction Corporation at $5,927,000. Trustee Addison asked about the low bid coming in at
over $1 million higher that the estimates presented in the Facility Plan. Wendt explained that the
Facility Plan was started in 2023, and contractors may be concerned about added costs of
materials due to possible higher tariffs. SEH submitted a recommendation to award the bid for
WWTP project to Market & Johnson stating they have the equipment and expertise to perform
the work needed. Motion by Trustee Peer, second by President Lindberg to award the
Wastewater Treatment Plant Improvements project to Market & Johnson, Inc. with the low
bid of $5,435,026. Motion passed unanimously.
Street closure requests. Nicki Peterson, GRO submitted street closure requests for
Watercross, Thursday, July 17 from 8 am to Sunday, July 20 at 6 pm and for Grantoberfest on
Saturday, October 4 from 7 am to 4 pm. Mike Janke, Hummer’s Rendezvous, presented his
request to close the alley behind his bar for the annual Squirrels Unlimited banquet on June 6 at
noon to June 7 at midnight. Motion by Trustee Java, second by Trustee Addison to approve
the following street closures as requested: W. Olson Drive from S. Russell Street to N.
Oak Street, W. Broadway from W. Olson Drive to N. Oak Street, W. Burnett Avenue from
W. Olson Drive to N. Oak Street and N. Park Street from W. Olson Drive over the dam to
W. Jackson Avenue for Watercross on Thursday, July 17th at 8 am to Sunday July 20th at

6 pm; Madison Avenue from W. Olson Drive to S. Robert Street, N. Oak Street from W.
Burnett Avenue to W. Olson Drive, N. Pine Street from Burnett Avenue to E. Olson Drive
then east to Brad Street and to E. Burnett Avenue for Grantoberfest on Saturday, October
4th from 7 am to 4 pm; the portion of the alley south of Madison Avenue directly behind
Hummer’s Rendezvous Bar and Convention Center for the annual Squirrels Banquet on
Friday, June 6th at noon to Sunday, June 8th at 12 a.m. Motion passed unanimously.
(Re)appointments to Plan Commission: Motion by Trustee Java, second by Trustee Janke
to reappoint Natalie finch, Brent Blomberg and Tyler Myers to the Plan Commission for
terms to expire May 1, 2028. Motion passed unanimously.
(Re)appointment to Grantsburg Housing Authority Motion by Trustee Peer, second by
Trustee Janke to reappoint Kathe Good to the Grantsburg Housing Authority Board of
Commissioners as the Resident Rep for a term to expire March 1, 2030. Motion passed
unanimously.
STAFF REPORTS
Public Works 1) DPW Erickson presented his report informing the Trustees of items the Village
crew has been working on since the last board meeting. DPW Erickson updated the Trustees
on the new campground project, the splashpad installation, hydrant flushing reporting that all
166 hydrants in the Village have been flushed. He also reported several items are currently on
the WI Surplus Auction site, the Variable Frequency Drive has been installed at the south lift
station, the Industrial Park lift station startup took place May 6th, and the new paint sprayer has
arrived. 2) Motion by Trustee Java, second by Trustee Addison to approve a Monarch
Paving bid to pave the entrance road and parking area at the James N. McNally
campground for up to $39,425. Motion passed unanimously.
Police 1) Chief Woody presented his police report and graph comparing the number of calls in
April 2025 to April 2024 and April 2023. Chief Woody reported he helped with the drug takeback
day at Burnett Medical Center which brought in 50 pounds of drugs to be sent to DEA for
destruction as compared to 5 pounds or less in previous years. 2) Chief Woody presented an
addition to Ordinance 507 to allow him to grant special permission during events for ATV & UTV
routes within the Village. Motion by Trustee Java, second by Trustee Campeau to amend
Village Ordinance 507, Chapter 507-1 to include “E. Special Events. The Chief of Police
may authorize the operation of all-terrain vehicles and utility terrain vehicles, with a
special event permit, to temporarily allow additional routes upon village streets and
highways under Wis Statutes §23.33 (11) (am)4. This authorization must be sought and
obtained by the event organizers in advance and such additional routes must have a
posted speed limit of 35 mph or less in accordance with state law”. Motion passed
unanimously.

Clerk/Treasurer C/T Meyer presented the licenses and permits report showing four building
permits, two picnic license and two food truck permits issued since the last meeting, the cash
report showing a checking account balance of $42,280.17 after all vouchers are paid, and a
Treasury account balance of $357,706.72. C/T Meyer also provided an Actual to Expected
report showing revenues and expenditures to date compared to the 2025 budget.
Library 1) Library Director Yoerg presented the monthly Library report showing April activities
and upcoming May programs. Yoerg reported on some Federal funded programs that may be
affected by cuts being made at the Federal level.
Ambulance Village Rep Trustee Peer presented the North Memorial Health ambulance report
for the 1st quarter of 2025. There were 521 requests for service with 352 being actual transports.
The 15-minute response time was maintained with the busiest hour being between 5:00 and
6:00 p.m. and the quietest hour between 1:00 and 2:00 a.m. The Village had 36 total responses.
Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as
presented:

ACH/EFTPS payments $136,556.84
Total $332,638.42
Motion passed unanimously.
Trustee reports, concerns… Trustee Peer reported Superior Fuel has started making
modifications to the parcel west of town.
THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to discuss a legal case involving
the Village of Grantsburg pursuant to Wis. Stats. 19.85 (1) (a) “Deliberating concerning a case which was
the subject of any judicial or quasi-judicial trial.”
Motion by Trustee Java, second by Trustee Janke to convene into closed session at 7:35 p.m.
Motion passed unanimously.
THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2).
Motion by Trustee Java, second by Trustee Janke to reconvene into open session at 8:25 p.m.
Motion passed unanimously.
