Village of Grantsburg Village Board of Trustees Meeting Monday, September 15, 2025 The Board of Trustees for the Village of Grantsburg met on Monday, September 15. 2025, at 4:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Rick Lindberg, Trustee Greg Peer, Trustee Leo Janke, Trustee Hank Java, Trustee Sam Campeau, Trustee John Addison. Others: Police Chief Jared Woody, DPW John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Greg Marsten-Burnett County Sentinel, Randy Ott-Waste Management Call to Order. President Lindberg called the Village Board meeting to order at 4:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Public Comments. No one appeared. Correspondence. Included in the Trustee packets were the Burnett County Administration newsletter, the monthly project update report from S E H, and Golf Financials Minutes. President Lindberg asked if there were any changes, corrections or additions to the minutes presented from the following 2025 meetings: August 11th Administration Committee; August 11th Village Board; August 13th Public Safety Committee; August 20th Special Village Board; September 10th Leisure & Rec. None were proposed. Minutes were accepted as presented. Appointment to Library Board. Motion by Trustee Java, second by Trustee Addison to appoint Jamie Hartke to the Grantsburg Library Board to fill an unexpired term starting immediately and ending on 5/1/2028. Motion passed unanimously. STAFF REPORTS Public Works Director DPW Erickson informed the Trustees of items happening since the last board meeting including replacing one pad at the existing campground, chip sealing East and West St. George Avenue, starting fall sewer jetting, completion of Well #2 rehab, and doing the annual water tower inspections. Police Chief Chief Woody presented his incident report and graph for August, informed the Trustees that Jerome Hoyt has accepted the job offer for full-time Police Officer with a start date 1 Village Board Meeting Monday, September 15, 2025 of October 4th, he is currently working part-time for the department. Chief Woody also reported school calls have started with the start of the school year. Clerk/Treasurer C/T Meyer presented the licenses and permits report showing multiple building permits, a food truck permit, and several operator’s license issued since the last meeting, the cash report showing a checking account balance of $51,312.86 after all vouchers are paid, and a Treasury account balance of $116,417.60. C/T Meyer also provided a budget to actual report and informed the Trustees that Matt Berg will be completing the required Wild Rice Survey (for after the Watercross harvest) for the WDNR. Library Director Yoerg was unable to attend the meeting. The library report was included in the meeting packets. Chamber of Commerce President Lindberg reported on the last Chamber meeting with the focus being on expanding Big Gust Days and possibly moving some events to the old jail. COMMITTEE REPORTS Public Safety Committee. 1) Property Maintenance. Review of properties took place. Some property owners will be sent letters with a few citations being issued. Administration Committee. 1) Resolution 2025-02 Motion by Trustee Peer, second by Trustee Addison to adopt Resolution 2025-02 for the issuance, sale and delivery of a $1,180,000 General Obligation Promissory Note and award, thereof. Motion passed unanimously. 2) Refuse and recycling proposals Motion by Trustee Addison, second by Trustee Java to contract for refuse and recycling pickup with Waste Management of Cambridge for a 5- year term with new cans being delivered to all residential customers effective October 1, 2025. Motion passed unanimously. 3) Homecoming Parade. The Grantsburg School’s Homecoming Parade route was approved by the Administration Committee. 4) School rental contract. Discussion was held on the school’s interpretation of the term “high school gymnastics program” referred to in the Community Center rental agreement. They now want to include pre-season voluntary practices in September and October as part of the “program” and leave their equipment up the additional 2 months. The Village’s interpretation and intent was the WIAA high school gymnastics season which starts in November. The Committee instructed C/T Meyer to invite former AD Addison Czeck and Superintendent Josh Watt to a future meeting to discuss. 5) Industrial Park. John Richards, Grantsburg Industrial Development Corp., spoke with the Administration Committee and let them know he will be working on advertising the new Industrial Park in the hope of starting to fill some of the lots. 2 Village Board Meeting Monday, September 15, 2025 6) Grantoberfest request. Nicki Peterson attended the Administration Committee meeting, asking the Village to allow open containers within the closed area for Grantoberfest on October 4th. Further research is needed by Village staff; the request will be considered at the Special Village Board meeting scheduled for September 29th. Leisure & Rec Comm. 2026 rates & rules: 1) Campground rates. Motion by President Lindberg, second by Trustee Addison to change rates in the main campground as presented. Motion passed unanimously. 2) Seasonal camper rules. Motion by Trustee Java, second by Trustee Janke to approve the Seasonal Camper rules and regulations as presented. Motion passed unanimously. 3) Pool rates. Motion by President Lindberg, second by Trustee Addison to keep the same pool rates in 2026 as were used in 2025. Motion passed unanimously. Campground project. 1) Stout Construction pay request #5 Final. Motion by Trustee Java, second by Trustee Peer to approve pay request #5 (final) from Stout Construction in the amount of $75,081.35, pending DPW Erickson’s approval. Motion passed unanimously. 2) Change order #4. Motion by Trustee Janke, second by Trustee Addison to approve Stout Construction’s change order #4 adding $1,350 for additional mobilization for concrete installation. Motion passed unanimously. 3) Change order #5. Motion by Trustee Addison, second by Trustee Java to approve Stout Construction’s change order #5 subtracting $32,000 in liquidated damages calculated at 16 days at $2,000 per day for not completing the project on time. Motion passed unanimously. WWTP Market and Johnson pay requests 1 and #2. Motion by Trustee Addison, second by Trustee Peer to approve Market & Johnson’s pay requests #1 in the amount of $94,889.63 and #2 in the amount of $54,835.42 on the WWTP Project. Motion passed unanimously. Bills Motion by Trustee Janke, second by Trustee Java to approve payment of the bills as presented: Checks #36589-36656 $152,262.76 Payroll vouchers V9642-V9705 $46,292.23 ACH/EFTPS payments $71,081.26 Total $269,636.25 Motion passed unanimously. Trustee reports, concerns… Trustee Campeau informed the Board he and his family will be moving to California and so he will be resigning from the Village Board the first part of October 3 Village Board Meeting Monday, September 15, 2025 2025.
