Village Board of Trustees Special Meeting
Monday, September 29, 2025
The Board of Trustees for the Village of Grantsburg met on Monday, September 29, 2025, at
4:00 p.m. at 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Rick Lindberg, Trustee Greg Peer, Trustee Hank Java, Trustee Leo Janke,
Trustee Sam Campeau, Trustee John Addison
Others: DPW John Erickson, Greg Marsten-Burnett County Sentinel, Nicki Peterson-GRO
Call to Order President Lindberg called the Special Village Board meeting to order at 4:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The Pledge of Allegiance was recited.
Nicki Peterson-GRO: request for open container at Grantoberfest. C/T Meyer reported that
the Administration Committee had reviewed some information from other municipalities and their
procedures for festivals and events including the Village of Siren, Village of Clayton, City of
Appleton, Grand Chute, etc. The committee liked the idea of an event application and guide like
Appleton and Grand Chute. The consensus seemed to be to approve the application, allowing
open containers within the closed event area, and to allow the bars located within that area to
request to extend their open consumption area to include the closed event area. C/T Meyer
indicated staff would work on creating a sample application and guide to be approved later in
the year as there was not ample time to get this completed before Grantoberfest.
Peterson indicated she liked the idea of an application and would seek open containers for
Grantoberfest, Rock the Block, and Big Gust Days. She would not be interested in this for
Watercross. Peterson felt with Grantoberfest being held from 10 am to 3 pm, there should not
be problems. The Trustees wondered if there was time for the bars to request extension of their
open container area before Grantoberfest, which is this Saturday, October 4th. Peterson
indicated she could get permission from the State of WI for the brewery and if the Board would
approve any requests received from the Rendezvous, Jokers, and the Legion tonight, she would
visit each bar and explain they need to request their consumption area extension by Thursday.
DPW Erickson asked if anyone knew Police Chief Woody’s opinion of the open containers as
his opinion at the Administration Committee seemed to disagree with allowing open containers.
He would need to add another officer for security if alcohol were allowed. Trustee Campeau
indicated that is why he liked the application as it has a cost share for additional security or crew
time or resources section. Peterson indicated if Chief Woody had a concern about the cost of
additional security, he could talk with her.
Motion by Trustee Java, second by Trustee Janke to allow open containers of alcohol
(plastic or cans) within the closed area of the Grantoberfest event on Saturday, October
4, 2025, from 10:00 a.m. to 3:00 p.m. with approvals for the Rendezvous, Jokers, and the
Legion for extension of their consumption area, to include the event area and times, if
requests are received from them by Thursday, October 2, 2025, and with proof of
insurance including liquor liability coverage received from GRO. Motion passed
unanimously.

Resolution 2025-03. Clerk/Treasurer Meyer presented Resolution 2025-03 for the Board to
approve. The Resolution outlines the issuance and sale of up to $4,561,573 revenue bonds for
the Wastewater Treatment Plant project.
Motion by Trustee Addison, second by Trustee Java to approve Resolution 2025-03
Authorizing the Issuance and Sale of up to $4,561,573 Stormwater and Sewer System
Revenue Bonds, Series 2025A, and Providing for Other Details and Covenants with
Respect Thereto. Motion passed unanimously.
The meeting was adjourned at 4:37 p.m.
