April 19, 2021 Special Called Council Meeting Minutes 6:45PM A Special Called Council Meeting of the City of Gray, Georgia was held on Monday, April 19, 2021 in the D.V. Childs Civic Center. Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members Terry Fulford, Terry Favors and David Tufts, City Attorney John Newberry, City Superintendent Frank Ross, Assistant City Superintendent Cheyenne Morgan, City Clerk Cindy Yancey and Assistant City Clerk Ashley Roberson. Guests: Glenda Wood, and Debbie Lurie-Smith, The Jones County News. Mayor Barbee called the meeting to order at 6:45pm. 1. Bid Policy Councilman Fulford made a motion to amend the bid policy for six months allowing City personnel to get three quotes for anything from $5,000.00 to $99,999.99 for repairs due to inflow and infiltration related issues only, the motion was seconded by Mayor Pro Tem Collins, and unanimously voted to approve the temporary bid policy change. APPROVED 4-0 2. Ratify authorization to request additional streetlight on Arnold Road. Mayor Pro Tem Collins made a motion, seconded by Councilman Tufts, and unanimously voted to ratify the authorization for the additional streetlight. APPROVED 4-0 3. Property/Liability Renewal Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve the property/liability insurance renewal as discussed in All Committees Meeting. APPROVED 4-0 4. Approval of bid submitted by Fortis Engineering Solutions, LLC for the Ross Street Stormwater Development Project and authorize Mayor Barbee to sign the Notice of Award. Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to accept the bid from Fortis Engineering Solutions, LLC.
