May 3, 2021 City Council Meeting Minutes 6:00 PM The regularly scheduled meeting of the Mayor and Council for the City of Gray, Georgia was held on Monday, May 3, 2021 at 6:00pm in the D.V. Childs Civic Center. Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members David Tufts, and Terrell Fulford, City Attorney John Newberry, Fire Chief Keith Eisele, City Clerk Cindy Yancey and Assistant City Clerk Ashley Roberson. Guests: Ed Thornton, Haley Watson and Debbie Lurie-Smith, The Jones County News. Mayor Barbee called the meeting to order at 6:00pm. Councilman Tufts gave the invocation, followed by the Pledge of Allegiance. Councilman Tufts made a motion, seconded by Councilman Fulford, and unanimously voted to approve the May 3, 2021 agenda. APPROVED 3-0 Councilman Tufts made a motion, seconded by Councilman Fulford, and unanimously voted to approve the April minutes. APPROVED 3-0 Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve the April accounts payable. APPROVED 3-0 Mayor’s Report: • Mayor Barbee reported that it is City Clerk’s Week and thanked City Clerk Cindy Yancey and Assistant City Clerk Ashley Roberson for a job well done. Main Street Gray – Haley Watson: • Main Street Gray Director Haley Watson reported that due to being rained out, Turkey Fest has been rescheduled for May 15th. She also reported that Food Truck Friday was a success and since it was apart of the Turkey Fest festivities it will be held again on May 14th. Old Business: 1. Second Reading: An Ordinance of the Mayor and Council of the City of Gray, Georgia to annex property consisting of approximately 2.0 acres located in Land Lot Forty-Two of the Ninth Land District, Jones County, Georgia, into the City of Gray pursuant to Chapter 36 of Title 36 of the Official Code of Georgia annotated; to provide an effective date; and for other purposes. Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve Ordinance 21-O-001. APPROVED 3-0 New Business: 1. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to execute a disposal service agreement between the City of Gray and Advanced Disposal services; and for other purposes. Councilman Fulford made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve Resolution 21-R-008. APPROVED 3-0 Page Two City Council Meeting Minutes May 3, 2021 2. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the sale of a 1986 Kovatch 1871-S Firetruck VIN # 1K9AF4281GN058037 as surplus City of Gray personal property; and for other purposes. Mayor Pro Tem Collins made a motion, seconded by Councilman Tufts, and unanimously voted to approve Resolution 21-R-009. APPROVED 3-0 3. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to execute an agreement regarding Ross Street stormwater development between the City of Gray and Fortis Engineering Solutions, LLC; and for other purposes. Councilman Tufts made a motion, seconded by Councilman Fulford, and unanimously voted to approve Resolution 21-R-010. APPROVED 3-0 4. Acceptance of LMIG bid submitted by East Coast Grading. • Needlecrest Drive – 36,272.56 • Sandra Drive – 37,258.00 Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to accept the LMIG bid submitted by East Coast Grading. APPROVED 3-0 5. Approval of annexation of 23.21 acres, property of H&A Homes, Inc. J45-00-175. Mayor Pro Tem Collins made a motion, seconded by Councilman Fulford, and unanimously voted to approve the annexation request made by H&A Homes, Inc. APPROVED 3-0 6. Ed Thornton – request for speed bumps on Stewart Ave. • Mr. Thornton presented Mayor and Council with a petition signed by residents of Stewart Avenue requesting speed bumps to be installed on their street. 7. DDA – Bus lot update • City Attorney Newberry reported that the purchase of the bus lot by Downtown Development Authority is still in process. They were required to have a Environmental Survey done and phase one is complete and they are currently working on phase two. The closing is scheduled for the end of the month. 8. Authorization for the City Clerk to close the 2016 CDBG account. Mayor Pro Tem Collins made a motion, seconded by Councilman Fulford, and unanimously voted to authorize City Clerk Cindy Yancey to close the bank account. APPROVED 3-0 Public Comments: • No comments.
