November 1, 2021 City Council Meeting Minutes 6:00 PM The regularly scheduled meeting of the Mayor and Council for the City of Gray, Georgia was held on Monday, November 1, 2021 at 6:00pm in the D.V. Childs Civic Center. Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members Terry Favors, David Tufts, and Terrell Fulford, City Attorney John Newberry, Fire Chief Keith Eisele, City Clerk Cindy Yancey and Assistant City Clerk Ashley Roberson. Guests: Debbie Lurie-Smith, The Jones County News. Mayor Barbee called the meeting to order at 6:00pm. Councilman Tufts gave the invocation, followed by the Pledge of Allegiance. Councilman Favors made a motion, seconded by Councilman Fulford, and unanimously voted to amend the November 1, 2021 agenda by adding the Public Hearing regarding the annexation. APPROVED 4-0 Councilman Fulford made a motion, seconded by Councilman Favors, and unanimously voted to approve the amended November 1, 2021 agenda. APPROVED 4-0 Councilman Favors made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve the October minutes. APPROVED 4-0 Councilman Fulford made a motion, seconded by Councilman Favors, and unanimously voted to approve the October accounts payable. APPROVED 4-0 Mayor’s Report: • Mayor Barbee reported that tomorrow is Election Day. He also reported that the Middle Georgia Regional Commission approved the City’s request to assist with the CHIP application. Old Business: 1. Public Hearing – Annexation o There was no one in attendance. 2. Second Reading: An Ordinance of the Mayor and Council of the City of Gray, Georgia to annex property consisting of approximately 23.21 acres located in land lot forty of the ninth land district, Jones County, Georgia, into the City of Gray pursuant to Chapter 36 of Title 36 of the Official Code of Georgia Annotated; to provide an effective date; and for other purposes. Councilman Tufts made a motion, seconded by Councilman Favors, and unanimously voted to approve Ordinance 21-O-002. APPROVED 4-0 New Business: 1. Tom McEachern – Workers Comp Renewal o McGowan Consolidated Insurance – $61,581.00 Page Two City Council Meeting Minutes November 1, 2021 Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to accept the renewal. APPROVED 4-0 2. First Reading: An Ordinance of the Mayor and Council of the City of Gray, Georgia to amend Chapter 70, Article I, Section 70-2 of the Code of the City of Gray, Georgia so as to amend and increase the water and sewer minimum usage rates; and for other purposes. 3. A Resolution of the Mayor and Council of the City of Gray, Georgia to appropriate certain sums of money for the operations of the water and sewer functions of the City of Gray, Georgia for the fiscal year 2021; and for other purposes. Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve Resolution 21-R-020. APPROVED 4-0 4. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to execute an agreement to purchase conversion of tax data into municipal tax software for City Hall between the City of Gray and Redsail Technologies, LLC d/b/a/ PubliQ Software; and for other purposes. Councilman Favors made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve Resolution 21-R-021. APPROVED 4-0 5. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to execute and agreement between the City of Gray and Main Street Gray, Inc.; and for other purposes. Mayor Pro Tem Collins made a motion, seconded by Councilman Fulford, and unanimously voted to approve Resolution 21-R-022. APPROVED 4-0 6. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to execute an agreement with the Jones County/Gray Chamber of Commerce, Inc. regarding 2022 Hotel/Motel Tax funds; and for other purposes Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve Resolution 21-R-023.
