CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS June 12, 2012 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Gene Smith, Tom McCullough, Jim Boan, Gary Killpack and Lisa Maes. The following were present representing the City: Director of Public Works Mike Nelson, Director of Finance Jeff Nieters, Director of Community Development Laura Leigh, GIS Specialists Jason Brown, Director of Human Resources Debbie Klein Robertson, Chief of Police Chris Steffen, Parks and Recreation Director Allan Wilson, and Public Information Coordinator Stephen Pyles. Council Member Coppolo was not present. Way Finding Project Update Mr. Brown said the Way Finding Project is on schedule and they should be receiving the final message schedule, the sign location plans and final bid documents. With the National High School Finals Rodeo coming up, they have addressed the fact that the signs would not be in place before the rodeo takes place, so they created a sub-committee to address some temporary mobile signs that could be done in house. They took the design from Mayfield Creative and have created some message specific signs for the event. Otherwise, the project is on schedule and going very well. Council Member Boan asked if the gateway signs will be taken down. Mr. Brown said he does believe that they will be taken down. The Mayor asked about the Chamber’s sign. Mr. Wilson said they have a life size cut out of the sign that will be going up at the Visitor’s Center. It will be placed on the island that is in the front of the Visitor’s Center parking lot and it will meet the WYDOT requirements. He said you will be able to see the sign coming from either direction on Flaming Gorge Way. He said he will get with Ms. Briesmaster and see what the costs may be for the sign. Council Member Smith asked if there is a timeline in which the sign will be installed. Mr. Wilson said he has to get the price quotes first but he would like to see it put up by August. Mr. Brown said as of June 8, 2012 there is $27,000 in the Way Finding Project’s line item. The Mayor asked if they will be removing the sign on Upland that welcomes people to Green River. He said the sign is in good shape. Mr. Wilson said there are two signs that are on South Hill and one that is on the I-80. Mr. Brown said it is up to the council on what signs are replaced or not replaced. Presentation on the Agenda Process The Mayor said he asked for an update on the agenda process. He would like to know how to download it, make changes, and general information on the process. Mr. Nieters said the process is the same except it is loaded on a website. He said the department supervisor or assistant would post the agenda form with the documents. Once that is complete the next step is the deputy clerk reviews the paperwork, and then she saves and loads it to website. Once there is an idea of what might be included on the agenda a tentative agenda is sent to the paper by Tuesday at 10 am. Once there is a tentative agenda the deputy clerk will send updates of what is on the agenda. All items should be submitted by 5 pm on Wednesday. U nfortunately, more often than not this goes on into Thursday or Friday before it is finalized. Once all of the proposed items are put on the agenda then the deputy clerk will place them where City Council Workshop Proceedings June 12, 2012 Page 1 of 3 they go on the finalized agenda and send out emails. The Mayor asked how it works if there is a need for legal review. Mr. Nieters said the attorney has to review all contracts, agreements, and any other legal documents. He said once he receives any contracts he forwards them to legal counsel for review, if he does not hear from him by the time it has to be posted on the agenda he will post it but make sure to note: pending legal review. This way it is on the agenda. Mr. Nieters gave a brief presentation on the steps of creating an agenda item. Mr. Nieters said citizens can view the meeting’s agenda by going to www.cityofgreenriver.org. Click on Public Meeting Information, and then the date of the meeting. The meetings documentation will come up so they can look at it. The Mayor asked how the date of the meeting can be put on the agenda. Mr. Nieters said they will include it on the agenda right after the call to order topic. The Mayor asked if anyone would like to add an item on to the agenda to send him or Ms. Lipka an email. City Administrator’s Report Mr. Nieters had nothing to report. Council Member Coppolo entered the meeting at this time. Mayor and Council Reports Council Member Smith had nothing to report. Council Member McCullough had nothing to report. Council Member Coppolo said he would like to receive a reminder for meetings. Mr. Nieters said the deputy clerk sends out emails once the agenda is posted. Council Member Maes said she attended the Overland Stage Stampede Rodeo this past weekend and it went well. She said the arena looks great. Council Member Boan had nothing to report. Council Member Killpack said the early retirement program that was offered last year will save the city $480,000 in the 2013 budget. He said he looked into a 1.5% raise for employees, with taxes and benefits, the total would be $156,000 and the cost of the stipend is $203,000. A 2% raise would be $208,000. He said if an employee is on the top of the pay scale; they would only receive the raise in a onetime payment for 2013. It is not a reoccurring raise every year. The Mayor said he met with the county commissioners and they talked about the National High School Finals Rodeo. They are in need of space for parking. They are out of places for people to park and stay. Council Member Coppolo suggested Stratton Myers Park. Mr. Wilson said he would not recommend that area but he will look into different areas and let council know. Council Member Boan asked when they will hold a range class. If they do not hold a range class then they will not be able to host a NRA sanctioned event. Mr. Wilson said he has only had two or three people show interest in participating in the class so he has not planned one. They can hold a NRA sanctioned event because there are some City Council Workshop Proceedings June 12, 2012 Page 2 of 3 employees and citizens that are certified. He would like to see how it goes this year and make changes for next year if needed. Adjournment The meeting adjourned at 7:25 pm. ______________________________ H.
