CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS October 2, 2012 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order and Brett Stokes led the Pledge of Allegiance. The following Council Members were present: Gary Killpack, Gene Smith, Adam Coppolo, Tom McCullough, and Lisa Maes. The following were present representing the City: City Administrator Marty Black, Director of Public Works Mike Nelson, Director of Finance Jeff Nieters, Director of Community Development Laura Leigh, Building Inspector David Allred, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Assistant Fire Chief’s Dea Cargile and Mike Liberty, Parks and Recreation Supervisor Erek Roosa, City Attorney Galen West, and Public Affairs Specialist Stephen Pyles. APPROVAL OF THE AGENDA Council Member McCullough moved to add Presentations B: Chamber Update and approve the agenda. Council Member Smith seconded. Motion carried. (6-0) PROCLAMATIONS Domestic Violence Awareness Month Christy Degrandale read the proclamation and the Mayor declared October 2012 Domestic Violence Awareness Month in Green River and called upon our citizens to stand together against domestic violence, to offer support and understanding to survivors, and to participate in domestic violence awareness activities. Fire Prevention Week Fire Chief Kennedy, Assistant Chief Dea Cargile, and Assistant Chief Liberty read the proclamation and the Mayor proclaimed the week of October 7-13, 2012 Fire Prevention Week in Green River and urged all citizens to plan and to practice home fire escape plans with two ways out during Fire Prevention Week and to heed fire prevention and safety messages all year long. PRESENTATIONS Military Recognition Harry Holler introduced Charisse Beck, the mother of Ryan B. Heaton who is serving in the U.S. Army. He presented her with a plaque and a t-shirt for her son in honor of his service. Chamber of Commerce Update Rebecca Briesmaster gave an update of things going on at the Chamber:  Sweetwater County Photo calendar will be on sale in November  You can still sign up for the 2013 Tuscany Trip  The Meet and Greet for Rebecca, Rod Ness, and the new City Administrator Marty Black will be Wednesday, October 3, 2012, from 6-8 pm.  Santa’s arrival is being moved back to Main Street this year. The Chamber is par tnering with Main Street on the event. The event will take place on December 3, 2012 and will be combined with the Tree Lighting ceremony and the Lighted Kiddie Parade  Political Forums will be held on October 18, 2012, from 6-9 pm. The City Council Candidates will go first at 6 pm until 7:20 pm and the School District #2 Candidates will go from 7:30 pm to 9 pm. This will be televised.  Disney Institute was last month and went well. There was not as much people attending as they would have hoped  Lunch and Learn will be on Wednesday, October 17, 2012, at noon, at the Krazy Moose. Police Chief Steffen will be discussing the 6th penny ballot proposition #3 -Police Department Facility  Adopt A Tree sales will start on November 1, 2012 and decorating will start on November 16, 2012 City Council Proceedings October 2, 2012 Page 1 of 5 David Hanks from the Rock Spring Chamber said they have recently completed the Business Survey for Sweetwater County. Don Hartley said the survey was conducted to get a feel of businesses in the community. The good news is they identified $450 million dollars of anticipated construction projects in this area. This does not include other larger projects that might take place. These businesses come with a possible 200 full time employees needed. Western Wyoming Community College is working hard to make training programs available in the community, for the community. 80% of the businesses surveyed were aware that some type of training is available at WWCC. Mr. Hanks said they were asked to put some demographics together and they are trying to do so every quarter. The average household income is $67,508 which is above the national average. The unemployment rate is at 4.2 percent and going down. Hotel occupancy is at 84% and going strong. Apartment occupancy is at 97% county wide. Housing information: the average list price is $223,000 and the average sold price is $218,000 which is higher than it was in January. 60 percent of the population range in age of 39 or younger. The labor force is 25,419 in the county. Employment is 24,353 in the county. The Mayor and Council Member McCullough thanked Mr. Hanks and Mr. Hartley for the information. CITIZEN REQUESTS AND OTHER COMMUNICATIONS Harry Holler is working with Mr. Nieters on receiving computers for low income families so they can communicate with their military relatives that are overseas. He asked for the council’s approval to receive these computers so he would be able to give them to these families. The Christmas card program is doing well and he would like to see the amount of cards double this year. He reminded everyone that sending a care package still costs $15.00. If anyone would like to contribute towards this can send a check to the local VFW 2321 or Donna Stewart and they will make sure to take care of it. Council Member Maes said she brought cards in to give to the program and the Harley Davidson Store will be giving out cards to customers to sign and give to the program. ORDINANCES Vacation of Park Area in the Jackson Heights Addition 12:08: An ordinance vacating from park area 17.16 acres in the Jackson Heights Addition to the City of Green River, Wyoming. Council Member McCullough moved to approve the ordinance on third reading. Council Member Coppolo seconded. Motion carried. (6-0) Amendment below Adopt the 2012 Editions of Building Codes 2nd Reading: An ordinance to update the City Code of Ordinances with the latest addition of the International Building, Plumbing, Mechanical, Fuel Gas, Fire and Property Maintenance Codes and the most recent requirements. Council Member Coppolo moved to approve the ordinance on second reading. Council Member Killpack seconded. Motion carried. (6-0) RESOLUTIONS Urban Renewal Area – Depot Project Boundary City Council Proceedings October 2, 2012 Page 2 of 5 R12-44: A resolution declaring an area to be a slum or blighted area or a combination thereof and appropriate for the planning and initiation of an Urban Renewal area and project. Council Member Killpack moved to approve the resolution. Council Member Coppolo seconded. Motion carried. (6-0) Mr. Ness said what is before council is a boundary approval for an Urban Renewal Project, from which they can create a plan that will create funding opportunities for the future. It is the Union Pacific Depot area that will be donated along with the Union Pacific Railroad Bridge. Council Member McCullough asked if the Union Pacific Railroad has approved the donation of the land. Mr. Ness said no it is being discussed. Mr. Black said they have met with Union Pacific Railroad about the donation of land and they are proceeding with the paperwork to complete the donation. Enhanced Air Service Cooperative Agreement R12-45: A resolution for the governing body of the City of Green River, Wyoming, to approve an increase in the Capital Projects Fund for the Air Service Enhancement Program administered by the Wyoming Department of Transportation in the amount of $67,847 decreasing the Capital Projects Fund and Tourism Designation Fund in a combined like amount, and authorizing the Mayor to sign the Air Service Agreement among the County of Sweetwater, City of Green River and City of Rock Springs. Council Member Smith moved to approve the resolution. Council Member Maes seconded. Council Member McCullough said he understood that when the airline became more successful, the amount of subsidy they received from the city would go down. Mr. Black said the agreement is to provide enhanced service through the Rock Springs Airport. It does provide the actual costs plus the base of the city’s percentage which is 22%. Rock Springs percent is 43% and County is 45%. The owner has to exceed the overall dollar value that is set by WyDOT in order for the amounts to be reduced and they have not done so. Council Member Coppolo said the airport is a resource. Council Member Maes said having two airlines flying out of Rock Springs keeps the costs down. Motion carried. (6-0) COUNCIL ACTION ITEMS Bid for Police Department Electronic Control Devices Council Member Maes moved to accept a bid from Pro Force Law Enforcement sales in the amount of $46,956.35 for the replacement of the Police Department Electronic Control Devices. Council Member McCullough seconded. The Mayor said this is pricy but the better we can equip the first responders with what they need makes them better prepared to protect the citizens. Motion carried. (6-0) 2013 WYDOT Highway Safety Grant for Green River Police Department Council Member Coppolo moved to accept the 2013 WYDOT Highway Safety Grant for the Green River Police Department in the amount of $15,883.00. Council Member Smith seconded. Mr. Black said the grant program provides the enhanced opportunity for patrol on the street for DUI, seatbelt safety and those types of components. (6-0) Surplus Property Disposal Council Member Smith moved to approve the surplus property list and authorize the items to be donated to charity or disposed at the landfill. Council Member Coppolo seconded. Council Member Coppolo asked if the computers from the surplus sale could be donated to Harry Holler. Mr. Black clarified those units have been identified and since they were put out for bid and the city did not receive any bids on them. Mr. Holler requested that he be provided them and that will take place tomorrow. Motion carried. (6-0) CONSENT AGENDA Council Member Coppolo moved to approve the following consent agenda items. (6-0)  To change the November 6, 2012 City Council meeting date to Monday, November 5, 2012  An agreement with ETS Merchant Services to accept credit cards in Municipal Court  The contract between the city and the Green River High School Boys Varsity basketball coach Rick Carroll, on behalf of Sweetwater County School District #2 for $500 to provide instruction and staffing of the 2012 Pee Wee Basketball Program  Horse corral lease agreement with Alex Flores for corral #53  Minutes for: September 4, 2012 Council, September 11, 2012 Workshop, and September 18, 2012 Council  Financial Reports and Payment of Bills: Prepaid Invoices = $29,325.66 Outstanding Invoices = $543,683.82 Payroll Expenditures = $436,401.67 Pre-authorization Payments = $1,055,000.00 CITY ADMINISTRATOR’S REPORT Mr. Black thanked everyone for their support and the opportunity. He looks forward to working with everyone in the community. He said there will be adjustments made to the agenda process to give more time for himself and the Mayor to review. This should result in the council receiving the agenda a few days earlier. The newspaper will receive the final version of the agenda to inform residents in the community. The 6th Penny sales tax, there are quite a few items for review. It is roughly, $16.4 million for infrastructure and $4.6 million for the Police Department building. Chief Steffen will be at the Chamber of Commerce on Wednesday night and he will display the proposed building. He will be shadowing staff to get a better feel of what the employees face on the job. This will start later this month. On October 4, 2012 there will be a Finance Committee meeting where the auditing process will start. On October 9, 2012 at the regular workshop there will be a forum on the 6th Penny projects and a similar type meeting on October 23, 2012, both meetings will be televised. There is a Meet and Greet at the Chamber on Wednesday, October 3, 2012, from 6 to 8 pm. CITY ATTORNEY’S REPORT Mr. West asked that the Ordinance A be approved correctly. There was wording left out of the approval that is required by state statutes. Vacation of Park Area in the Jackson Heights Addition Council Member McCullough moved that is finding of the governing body that the 17.16 acres of parkland designated in the Jackson Heights Addition Plat has been owned by the City for City Council Proceedings October 2, 2012 Page 4 of 5 more than ten years and that no substantial use of such land has been made for park purposes. Council Member Coppolo seconded. Amendment carried. (6-0) MAYOR AND COUNCIL REPORTS The Mayor said the city is pleased to have Mr. Black as the City Administrator. He welcomed him and his wife to the community. All Council Members welcomed Mr. Black to the city. Council Member McCullough reminded everyone the November 6, 2012 council meeting will be held on November 5, 2012. ADJOURNMENT Council Member Coppolo moved to adjourn at 8:00 pm.
