CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS March 12, 2013 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Mark Peterson, Tom McCullough, Brett Stokes, Gary Killpack and Lisa Maes. The following were present representing the City: Acting City Administrator Chris Steffen, Director of Public Works Mike Nelson, Sanitation Supervisor Linda Roosa, Director of Finance Jeff Nieters, Director of Community Development Laura Leigh, and Parks and Recreation Director Allan Wilson. Alternative Plans for Lot Development of Vacated Property on Hitching Post Drive Residents expressed their concerns with the proposed housing on Hitching Post Drive. They presented a signed petition that respectfully calls upon the City of Green River to abandon the Hitching Post concept plan and reinstate the land as a park. They provided a proposal to reinstate the land as a park and create a park with a view. The reasons for a park are as follows:  The land was originally designated as a Park and should only be developed as a park  Not enough parks for the housing density  Opportunity to create a unique and beautiful park Reasons to reject the Hitching Post Concept Plan are as follows:  The developer dedicated the land to the public for use as park land so the city should not be taking the land and developing it  The neighbors don’t want houses built there  Drainage problems  Possible water tower malfunction Keep America Beautiful Recycling-Bowl Community Recycling 2nd Place Award to Expedition Academy Ms. Roosa presented Expedition Academy’s staff and students with a plaque and $750 for their second place finish nationally in the Keep America Beautiful Recycling-Bowl Community Recycling Contest. This contest ran from October 21, 2012 through November 15, 2012. She said they worked hard to collect 27,056 pounds of recyclables which is 422 pounds per student. WyDOT Aeronautics – Air Service from Rock Springs WyDOT Aeronautics representative Nick Wangler said the airlines have drastically reduced their service to less than half the carriers there were in 2003. The capacity is down, 98 million less than 2003. In this community it is around 24% less flights. There are very few regional jets/turbo prop airplanes. This is where the problems start. These planes are increasingly more expensive to repair because they are older planes. There are two choices for communities that fly fifty seat aircrafts; grow into a seventy seat airplane from three flights per day to two flights per day or lose service. The cost to maintain these smaller planes is rising. The cost of fuel and everything else is also going up. This is why the airline is removing the third flight to Denver out of Rock Springs. They also have to remove two airplanes to repaint them so SkyWest will not confirm that the flight will be reinstated after the plane has been painted. The costs for the airlines to run are substantial and will continue to rise. So there will be an increase in costs to the County, Rock Springs, and Green River. Council Member McCullough said the city should do whatever they can to expedite the two different areas on Hitching Post.
