CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS December 17, 2013 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Gary Killpack, Mark Peterson, Adam Coppolo, Tom McCullough, Brett Stokes, and Lisa Maes. The following were present representing the City: Acting City Administrator Chris Steffen, Director of Public Works Mike Nelson, City Engineer/Utility Manager Mark Westenskow, Director of Finance Jeff Nieters, Director of Community Development Laura Leigh, Fire Chief/Emergency Services Mike Kennedy, Parks and Recreation Director Allan Wilson, Recreation Supervisor Katie Duncombe, and City Attorney Galen West. APPROVAL OF THE AGENDA Council Member McCullough moved to approve the agenda. Council Member Maes seconded. Motion carried. (7-0) PRESENTATIONS Overland Stage Stampede Rodeo Committee Cindy Brandjord thanked the council for their continued support and all of the community members and volunteers that came forward to help with the rodeo. The totals for the 2013 rodeo: Operation costs $26,581.79 In-kind services from city $10,945.00 Overall costs $37,526.95 Total left in account $4,500 Ms. Brandjord presented $4,500 to the city to help offset the costs of the services they provided during the rodeo. Council Member Maes suggested they keep the money so they have something to start with next year. All of the council members agreed to let them keep the money for next year. The Mayor thanked the committee for putting the event on and making it a success. Ms. Brandjord said all of the committee members from last year are planning to stay for another year. COUNCIL ACTION ITEMS Sponsorship Contract for the Bill Thoman, Jr. Wyoming Embroidery and Trona Patch Tournament Council Member Peterson moved to approve the sponsorship contract for the 11th Annual Bill Thoman, Jr. Wyoming Embroidery and Trona Patch Tournament, being held January 17th and 18th, 2014 in the amount of $750. Council Member Coppolo seconded. Motion carried. (7-0) Agreement with Daniel Jaspersen for a Performance at the Crystal Classic Winter Festival Council Member Coppolo moved to approve the attached agreement between the city of Green River and Daniel Jaspersen of Magician@Play Entertainment to perform at the Crystal Classic Winter Festival, in the amount of $1,650. Council Member Maes seconded. City Council Proceedings December 17, 2013 Page 1 of 3 Ms. Duncombe said Mr. Jaspersen will be walking around performing magic and reading minds on Friday and then on Saturday, he will be on stage for one hour. They are trying to keep the event fresh by changing things up. Motion carried. (7-0) CONSENT AGENDA Council Member Coppolo moved to approve the following consent agenda items. Council Member McCullough seconded. Motion carried. (7-0)  Minutes for December 3, 2013 Council  Financial Reports and Payment of Bills: Prepaid Invoices = $321,052.16 Outstanding Invoices = $741,934.19 Payroll Expenditures = $314,219.58 Pre-authorization Payments = $1,070,000.00 Cash & Investment Balances Report ACTING CITY ADMINISTRATOR’S REPORT Chief Steffen had nothing to report. CITY ATTORNEY’S REPORT Mr. West had nothing to report. MAYOR AND COUNCIL REPORTS Council Member Stokes had nothing to report. Council Member Killpack wished everyone Happy Holidays and thanked all of the city employees for doing a great job. Council Member Maes said she was told that Santa’s arrival went well on Saturday. She wished everyone a Merry Christmas. Council Member Coppolo wished everyone a safe and wonderful holiday. Both events over the weekend went well. Council Member McCullough wished everyone Happy Holidays and he thanked Mr. and Mrs. Luzmoor for organizing the bell ringing for the Salvation Army at Smith’s. Council Member Peterson wished everyone Happy Holidays and thanked the Luzmoors. The Mayor said Santa’s arrival and the tree lighting ceremony event went well. He thanked the Parks and Recreation staff for helping with the events over the weekend and putting the lights up at the Island. He also thanked the Luzmoors for organizing the bell ringing, and the Window and Door Store for putting the fabric up on the gazebo. He wished everyone a Merry Christmas and Happy New Year.
