CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS JULY 8, 2014 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Mark Peterson, Tom McCullough, and Brett Stokes. The following were present representing the City: Acting City Administrator Chris Steffen, Director of Finance Jeff Nieters, and Parks and Recreation Director Allan Wilson. Riverview Cemetery Ordinance Mr. Wilson gave a brief presentation on the ordinance regarding cemetery decorations, artificial and fresh cut flowers, and the placement of boxes, shells, stones, boulders, toys, etc. He also compared the City of Rock Springs and the City of Evanston ordinances to the City Green Rivers. Councilman McCullough commented that the city needs to be more cautious with mourners. Mr. Wilson said he would tell staff to be more cautious on how they remove decorations. Councilman Peterson commented that we need to be sensitive to the toys in the children section. Mr. Wilson stated that is one of the sections they are especially sensitive with. The Mayor commented that in his travels a lot of the cemeteries don’t have flowers they like to keep it neat and tidy. If flowers are put on the graves they are removed the next day. He also commented that the city needs to be lenient with the placement of flowers, and decorations that are placed on the graves. He thanked Mr. Wilson and his staff on the condition of Riverview Cemetery. City Administrator’s Report Mr. Steffen apologized, on behalf of the city, for the fireworks display, he stated the fireworks contractor had issues with their electronic firing mechanism and were not able to fix it in the time frame they had, and it caused a lot of the fireworks to not be ignited. He stated that the city has taken steps so it should not be an issue in the future. He also addressed the mosquito issue. He stated that Mr. Wilson advised that we are running the mosquito truck five days a week and they are also running some aerial procedures that should help with the issue. He gave a mention to the Green River Animal Control Division for doing a PR campaign trying to find pet owners that are being responsible. If they find responsible pet owners they enter their names into a drawing for giveaways they are having every month. The National High School Rodeo starts on Thursday and the events in Green River will start on Monday, and to expect high traffic. The clock tower demolition will start Wednesday, July 9th, at 9:00; the completion day is expected in late August. He also updated the council on the water projects throughout the city. The Mayor asked if the sewer issue with the three residents on River View had been resolved. Mr. Steffen stated he thought it was still being worked on; He said he would find out and give the governing body an update. Mayor and Council Reports Council Members Peterson, Stokes, and McCullough had no report. City Council Workshop Proceedings July 8, 2014 Page 1 of 2 The Mayor stated, at his monthly meeting with Dave Hanks and Mayor Demsher, they discussed the subsidy for the Sweetwater County Airport. The amount the City is being asked to pay is tentatively $158,018.74. They also had discussion on the future of SkyWest and the removal of a flight to Salt Lake. Councilman McCullough asked how much the city’s contribution was last year. The Mayor replied the city paid around $120,000.00. Councilman McCullough stated that the city will be paying more money for fewer flights. Adjournment The meeting adjourned at 7:03 pm. ________________________________ H.
