CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS October 14, 2014 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Mark Peterson, Tom McCullough, Brett Stokes, Gary Killpack, and Lisa Maes. The following were present representing the City: Acting City Administrator Chris Steffen, Director of Finance Jeff Nieters, and City Engineer/Utility Manager Mark Westenskow Discussion on Remaining Consensus Fund Money Mr. Steffen stated several months ago the city received $1,243,678 through Consensus Fund Money. The first resolution was allocating $200,000 for the purchase of two Police Cars and all the installation. The second resolution was allocating $400,000 for the boiler replacement at City Hall. He stated there was a third resolution in the amount of $410,000 going before the Council in December for Breathing Apparatus for the Fire Department. He stated that leaves $333,678 to be allocated. He reminded the council the Consensus Fund Money has to be allocated for Capital Projects. Council Member Stokes stated he would like to see the Consensus Fund Money allocated for the Police Department Shooting Range. Council Member Killpack asked if the Shooting Range could be used to make money. Mr. Steffen stated he had reservations on opening the shooting range to the public in a secured Police Department. He also stated there would be a lot of costs involved in keeping it a secure place. He stated more ammo would be used and collected which would also bring up the cost of operations. Council Member Killpack asked if there used to be a shooting range in the basement of Monroe School. Mr. Barney stated there was one that was used for classes operated by NRA. He stated he thought it was closed down several years ago because of the lack of certified instructors and the cost of the maintenance to operate. Council Member Killpack stated the city would have to carry insurance in order to open the Shooting Range to the public. Mr. Steffen stated he has talked to all different law enforcements agencies around Green River, and Rock Springs about utilizing the Shooting Range for training. He also stated some of the current police officers are NRA certified and can help with the training. Council Member Killpack asked if any of the other city department heads has come forward and asked for Consensus Fund Money. Council Member Maes asked what the estimate was to run the Shooting Range. Mr. Steffen stated they have been in contact with Action Targets out of Utah and they stated it would all depend on the Shooting Range usage and bullets down range but he doesn’t have an exact cost. Council Member Maes asked about the items that were put on hold during the budget process. She stated one of the items put on hold was the Slurry Seal for the streets. She asked how many years it would prolong the life of a street if it was put on. Mr. Westenskow stated it would help keep the effective life of the streets for around five years. He also stated that skipping one year would not hurt as long as it was put back on during the next budget session. Mr. Sadler stated there were only 5 niches left out of 96. Mr. Steffen stated there had already been discussion with Mr. Roosa about using money left over from the boiler replacement, and the breathing apparatus for the Fire Department to do a new columbarium. He stated they would know more when the bids came in for both. Council Member Peterson stated he would like to see the Police Department finished. Mayor Castillon stated he would like to see the Shooting Range finished. He stated the longer the city waits the price of the shooting range will increase. Council Member McCullough asked if $300,000 would be enough to finish the range. Mr. Steffen stated yes. Council Member McCullough asked for the Police Department Shooting Range to be put on the October 21st Council Agenda as a resolution. Council Member Killpack asked if the council votes to do the shooting range would that spend all of the Consensus Funds Money. Mr. Steffen stated that would be unknown until all the projects allocated were finished. Mr. Killpack asked if there would be enough money left over to do the Columbarium and the Slurry Seal. Mr. Steffen stated he thought there would be enough money left to do the Columbarium but was not sure on the Slurry Seal. Mayor Castillon stated they should finish the Shooting Range, then the Columbarium, and if there is enough Consensus Money left over do Slurry Seal on some streets. He stated it would be around three months before it could go before the SLIB Board. Council Member McCullough stated the change order for the chimes on the Clock Tower should also be put on the October 21st council agenda. He asked when the project would be finished. Mr. Wilson stated it would take around 4 to 5 weeks to finish the clock for the tower and he would order the clock as soon as he had a verbal commitment. City Administrator’s Report Mr. Steffen wanted to let the council, and the Mayor know that Public Works Director Mike Nelson has been out sick. Mayor and Council Reports Council Member Stokes, Killpack, McCullough, and Maes had nothing to report Mayor Castillon and Council Member Peterson thanked all the volunteers that helped with the Trunk or Treat.
