CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS April 14, 2015 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Rust called the meeting to order. The following Council Members were present: Allan Wilson, Brett Stokes, Gary Killpack, and Lisa Maes. The following were present representing the City: City Administrator Reed Clevenger, and Grant Specialist Misty Springer. Wayfinding Grant Discussion Misty Springer Grant Specialist gave a brief presentation on the Wayfinding Project. She presented a timeline and the amount of money they already have and the amount they still need. Total City Financial Commitment: • Allocated $39,000 • Allocated Main Street $13,000 • Cash or In-Kind $39,900 • Total City Match $91,900 • Grant Request $91,900 • Total Project Cost $183,800 Time Line • June 15th submission to WBC • July – December 2015 / WBC Site Visits • December 2015 - WBC Recommendations to SLIB • January 2016 – SLIB Decision • February – May 2016 – Contractor Selection & Fabrication of Signs • June 2016 - Installation of Wayfinding System in Green River Council Member Maes stated she would like to see it added to the 2016 budget. Ms. Springer stated they brought it before council so it could be budgeted in 2016 budget. Council Member Wilson Stated looking at the time frame the grant application is due on June 15th and the final budget is not until June 16th. He stated he would like to see the money come out of this year’s budget. He stated we have set on this long enough it needs to be finished. Council Member Killpack asked if we have already received the grant. Ms. Springer stated we still need to apply for it. She stated in order to apply for the grant they need to see that the money is available. Council Member Wilson stated a lot of the work is already done. Council Member Killpack stated he agrees with Council Member Wilson to move forward and pay for it out of this year’s budget. Ms. Springer stated the grant is already compiled it will just take her a couple of hours to change some numbers. Mayor Rust stated we need to get going on it. He would like to see it come out of this year’s budget. Council Member Wilson asked Ms. Springer to put it on Facebook so the citizens will know about it and can make comments. Ms. Springer stated she would be happy to let the citizens know. City Council Workshop Proceedings April 14, 2015 Page 1 of 2 Mayor Rust asked Misty to put it on the April 21st council agenda. Council Member Wilson asked for the amount to be rounded up to $40,0000. Ms. Springer stated she would get both resolutions ready for the April 21st council agenda. City Administrator’s Report Mr. Clevenger stated the budget would be ready tomorrow. Mayor and Council Reports Council Members Wilson, Maes, Killpack and Stokes had nothing to report. Mayor Rust stated they went to the SLIB meeting and the city will be getting the money for the Cease and Transfer Station Project. He stated they got an extra $295,000. Council Member Killpack asked if it was a 20% matching grant. Mr. Clevenger stated it could be anywhere from a 20% to a full grant loan. Council Member Killpack asked how much will still need borrowed. Mr. Clevenger stated we have a $500,000 twenty year 0% interest loan. Mayor Rust stated we couldn’t have ended up in a better position. He stated we did our homework and we were rewarded for it.
