CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS October 6, 2015 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Pete Rust called the meeting to order. The following Council Members were present: Mark Peterson, Ted Barney, Brett Stokes, and Lisa Maes. The following were present representing the City: City Administrator Reed Clevenger, Director of Human Resources Cari Kragovich, Director of Public Works Mike Nelson, City Engineer/Utility Manager Mark Westenskow, Director of Finance Chris Meats, Director of Community Development Laura Profaizer, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Parks and Recreation Director Brad Raney, and City Attorney Galen West. APPROVAL OF THE AGENDA Council Member Peterson moved to amend the agenda and move Consent Agenda Item G: Rejection of the Bids for the Police Department Shooting Range to Council Action Item H. Council Member Barney seconded. Motion carried. (5-0) Council Member Maes moved to approve the agenda as amended. Council Member Stokes seconded. Motion carried. (5-0) PROCLAMATIONS Fire Prevention Week National Domestic Violence Awareness Month PRESENTATIONS The Mayor recognized Kerry L. McKenzie for his service in the United States Air Force. Angela Shutran gave a brief update on the Green River Chamber of Commerce. Chris Davis gave a brief update on the Overland Stage Stampede Rodeo. Dave Hanks from the Rock Springs Chamber of Commerce gave a brief update on the Retail Gap Analysis. BOARD AND COMMITTEE APPOINTMENTS Appointment to the Sweetwater County Health Board Council Member Maes moved to confirm the Mayor’s appointment of Brett Stokes to the Sweetwater County Health Board for a four (4) year term commencing in October of 2015, and terminating in October 2018. Council Member Barney seconded. Motion carried. (5-0) Appointment to the Building Code Board of Appeals Council Member Stokes moved to confirm the Mayor’s appointment of Norm Shantz to the Building Code Board of Appeals. Council Member Peterson seconded. Motion carried. (5-0) PUBLIC HEARINGS Transfer of a Retail Liquor License from Ardent Green River LLC to Wyoming Hotel Holdings Mayor Rust opened the hearing at 7:36 pm. There were no other comments or concerns presented. The Mayor closed the hearing at 7:37 pm. City Council Proceedings October 6, 2015 Page 1 of 4 COUNCIL ACTION ITEMS Transfer of the Retail Liquor License from Ardent Green River LLC to Wyoming Hotel Holdings Council Member Peterson moved to approve the transfer of the retail Liquor License from Ardent Green River LLC, dba Hampton Inn to Wyoming Hotel Holdings, dba Hampton Inn. Council Member Stokes seconded. Motion carried. (5-0) Agreement to Perform Topographic Survey Services for Phase 4 of the 6th Penny Projects Council Member Stokes moved to authorize the Mayor to sign a Work Order Agreement with JFC Engineers Surveyors to perform topographic survey services for Phase 4 of the City’s 6th Penny Projects in the amount of $9,750. Council Member Maes seconded. Motion carried. (5-0) Agreement to Perform Topographic Survey Services for Phase 5 of the 6th Penny Projects Council Member Maes moved to authorize the Mayor to sign a Work Order Agreement with JFC Engineers Surveyors to perform topographic survey services for Phase 5 of the City’s 6th Penny Projects in the amount of $8,500. Council Member Peterson seconded. Motion carried. (5-0) Forensic Child Interview Training Agreements and Acceptance of BOCES Grant Award Council Member Stokes moved to accept the BOCES grant award in the amount of $6,000; and accept the MOU’s with the Sweetwater County Attorney’s Office; Sweetwater County Sherriff’s Office; Department of Family Services; City of Rock Springs Police Department; and to sign the agreement with the National Children’s Advocacy Center in the amount of $10,000; pending legal review. Council Member Peterson seconded. Council Member Barney asked how many people will be attending. Green River Police Department Detective Carrie Fischer said there will be 30 attending from all over Sweetwater County. There are five from Green River. Green River will be hosting the training at the Police Department. Motion carried. (5-0) Bid Acceptance from Greiner Motor Company Council Member Stokes moved to accept the bid from Greiner Motor Company in Douglas, Wyoming in the amount of $27,556 for a 2016 ½ ton pickup truck for the Police Department. Council Member Maes seconded. Motion carried. (5-0) Agreement with Sweetwater County for Arrestee Housing Fees at the Detention Center Council Member Barney moved to authorize the Mayor to sign the new agreement between Sweetwater County and the City of Green River for costs associated with Municipal Ordinance Violations and Arrestees. Council Member Peterson seconded. Motion carried (4-0-1) with Council Member Stokes abstaining. Radio Maintenance Agreement with Clark Wireless Council Member Maes moved to accept and authorize the Mayor to sign the radio maintenance agreement between the City of Green River Police Department and Clark Wireless in the amount of $13,140. Council Member Stokes seconded. Motion carried. (5-0) Granting a Franchise to Rocky Mountain Power 2nd Reading: An ordinance granting a franchise to Rocky Mountain Power on behalf of itself and its operating affiliates to operate and maintain an electric light and power system (“The System”) in the City of Green River, Wyoming (“The City”). City Council Proceedings October 6, 2015 Page 2 of 4 Council Member Maes moved to approve on 2nd reading an Ordinance granting a franchise to Rocky Mountain Power for the purpose of supplying electricity and electric services to the City’s inhabitants. Council Member Stokes seconded. Motion carried. (5-0) Rejection of the Bids for the Police Department Shooting Range Council Member Peterson moved to accept the low bid from Shepard Construction in the amount of $550,000. Council Member Barney seconded. Council Member Stokes said the city needs to find out where the money is coming from first. He would like to table the motion and move it to a workshop where it can be discussed. Council Member Peterson asked if it could be added to the next workshop agenda so it could go before council at the next council meeting. Mr. Clevenger said yes. Council Member Maes agrees with Council Member Stokes. It needs to be discussed before the funds are spent. The Mayor agrees with Council Member Stokes as well. Mr. Clevenger said the bids might have to be redone since it has been over 90 days so the companies might not honor them any longer. Council Member Peterson withdrew the motion. CONSENT AGENDA Council Member Stokes moved to approve the following consent agenda items. Council Member Peterson seconded. Motion carried. (5-0)  Agreement for cinema advertising with Adbay in the amount of $1,260  Horse Corral Lease with Anthony Blaisdell for corrals #67 & 68  Landfill removal requests from Richard Sample for a black lawn trailer and Doug Cox for a trailer, jack, compressor and three poles  Issuance of a catering permit to the Fish Bowl Bowling Center, LLC to cater alcoholic beverages at the Realtors Boo Bash on Friday, October 23, 2015, from 4 pm until 11 pm, at the Pavilion  Issuance of a catering permit to JAD Inc., dba Joe’s Liquor & Bar to cater alcoholic beverages for Ladies Night Wine Tasting at Green River Ace Hardware on Thursday, November 5, 2015, from 6 pm until 8 pm, pending approval from the Rock Springs City Council  Rock Springs Chamber of Commerce’s Wyoming Business Council Grant Proposal for a Retail GAP Analysis  Minutes for September 1, 2015 Council  Payment of Bills: Prepaid Invoices = $105,001.65 Outstanding Invoices = $232,621.09 Payroll Expenditures = $626,588.98 Pre-authorization Payments = $1,117,000.00 CITY ADMINISTRATOR’S REPORT Mr. Clevenger reminded everyone about Fall Clean-up Week starting the 19th of October. He congratulated the Arts Council for receiving the Citation Organization Award from the Recreation & Parks Conference in Rock Springs and only one organization wins it annually. CITY ATTORNEY’S REPORT Mr. West had nothing to report. MAYOR AND COUNCIL REPORTS City Council Proceedings October 6, 2015 Page 3 of 4 Council Member Stokes and Barney had nothing to report. Council Member Maes congratulated the rodeo committee for a job well done. Council Member Peterson said the Trunk or Treat event will be this Saturday. The Mayor said he will be out of town Wednesday, Thursday and Friday in Rawlins Wyoming. He said the city can be a great biking destination. Colorado just received a large amount of funds for bike trails and the city should take this opportunity to benefit as well. Mr. Clevenger said the city received the Way Finding Grant and the URA Planning Grant. The Mayor asked when the signs will be constructed. Ms. Springer said once the city receives the notice to proceed with the grant they will go out for bid. They are hoping the fabrication will happen in the winter and installation in the late spring.
