CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS November 3, 2015 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Council President Stokes called the meeting to order. The following Council Members were present: Gary Killpack, Mark Peterson, Allan Wilson, and Lisa Maes. The following were present representing the City: City Administrator Reed Clevenger, Director of Public Works Mike Nelson, City Engineer/Utility Manager Mark Westenskow, Director of Finance Chris Meats, Director of Community Development Laura Profaizer, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Parks and Recreation Director Brad Raney, and City Attorney Galen West. APPROVAL OF THE AGENDA Council Member Wilson moved to approve the agenda. Council Member Killpack seconded. Motion carried. (5-0) PROCLAMATIONS Extra Mile Day America Recycles Day PRESENTATIONS Joanna Klepper gave a brief update on the Green River Chamber of Commerce Chief Steffen gave a brief update on the Blue Line Initiative RESOLUTIONS Northside Lift Station Grant Submission to Wyoming Business Council R15-63: A resolution authorizing the City of Green River’s submission of an application to the Wyoming Business Council Business Ready Community Grant Program Community Rediness Grant Renovation of the Northside Lift Station Council Member Maes moved to approve the resolution for a grant submission to the Wyoming Business Council for the renovation of the Northside Lift Station with a total project cost of $1,491.550. Council Member Peterson seconded. Motion carried. (5-0) COUNCIL ACTION ITEMS Sweetwater County Joint Travel & Tourism Advertising & Marketing Grant Submission for the Crystal Classic 2016 Council Member Wilson moved to approve the submission of a grant request in the amount of $6,000 to the Sweetwater County Joint Travel & Tourism Board and if successful, to authorize Mayor Rust to sign and accept the grant on behalf of the City of Green River. Council Member Peterson seconded. Motion carried. (5-0) CONSENT AGENDA Council Member Peterson moved to approve the following consent agenda items. Council Member Wilson seconded. Motion carried. (5-0)  Maintenance Agreement with BHI for the citywide wireless network  Agreement with the Wyoming Association of Sheriffs and Chiefs of Police to conduct the yearly alcohol and tobacco compliance checks in an amount not to exceed $3,400 each and to authorize the Mayor to sign the agreement City Council Proceedings November 3, 2015 Page 1 of 2   Agreement with the National Ice Carving Association for the 2016 Crystal Classic Winter Festival in the amount of $950  Payment of Bills: Prepaid Invoices = $90,909.96 Outstanding Invoices = $411,072.81 Payroll Expenditures = $305,654.11 Pre-authorization Payments = $1,065,000.00 CITY ADMINISTRATOR’S REPORT Mr. Clevenger said the Miners Presentation had a great turnout. There will be a workshop on November 10, 2015 and the topics will be on the Cease and Transfer Station and a few other items. Tomorrow is the 10th year anniversary of the Drug Treatment Court and they will be hosting a lunch from 11 am to 2 pm. Council is invited to attend the Policy Makers Forum on November 19, 2015. CITY ATTORNEY’S REPORT Mr. West had nothing to report. MAYOR AND COUNCIL REPORTS Council Member Killpack thanked the Police Department for the good work they do in the community. Council Member Maes said a resident called her complaining about the dust near the reservoir project at the water board. She said the Police Department does a great job and she supports them. There will be a toy run on Sunday and is sponsored by the Vietnam Veterans and Legacy Vet Riders so please bring in a toy to donate to the Harley Davidson Shop. She thanked the Police Department and Fire Department for helping make their parade safe. Council Member Peterson thanked Mr. Clevenger for doing such a good job. He attended Life RU Ready and it was a great event. The Miners Presentation was great and the city should be proud. Local Marine Corp Recruiter spoke about two Marines, Christian Smith and Sean Maguire, that will be returning from Marine Boot Camp and he wanted to make sure they are recognized for their service. Council Member Wilson said the Miners Presentation was a great event. He suggested giving staff a full day off on Christmas Eve instead of a half day. He asked what the working hours for the reservoir project are. Mr. Clevenger said they are working during daylight hours 6 days a week. Council President Stokes said the Miners Presentation and the Life R U Ready events went well. ADJOURNMENT Council Member Killpack moved to adjourn at 7:36 pm. Council Member Peterson seconded.
