City Council Meetings

City of Green River, City Council Proceedings for November 21, 2017, 7 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Interim Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney, Recreation Supervisor Katie Blood, and City Attorney Galen West. Approval of the Agenda: Council Member Wilson moved to approve the agenda. Council Member Maes seconded, motion carried. Presentations: (A) Service Recognition of Andrea Uhrig; (B) Rock Springs/Sweetwater County Airport Update. Public Hearing: Proposed Wireless Telecommunications Ordinance. The Mayor opened the public hearing at 7:33 pm. There were no concerns or comments. The Mayor closed the hearing at 7:33 pm. Ordinances: Consideration on First Reading the Wireless Telecommunications Ordinance. Council Member Killpack moved to approve on 1st reading amendments to Appendix B, Zoning, by adding Chapter 16, Wireless Telecommunication Facilities. Council Member Wilson seconded, motion carried. Resolutions: (R17-29) Consideration of a Resolution to Support and Participate in the Wyoming Smart Capital Network. Council Member Wilson moved to approve the resolution and amendments to the Service Agreement with the Wyoming State Business Credit Initiative. Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Approve the Final Acceptance of Work Completed for the WYDOT Urban Systems Streets Project. Council Member Berg moved to authorize the Mayor sign the WYDOT Acceptance Certificate for the Green River Streets Urban System Project. Council Member Maes seconded, motion carried. Consent Agenda: Council Member Barney moved to approve the following: (A) An updated Pension Agreement with the Wyoming Retirement System (WRS) Defined Benefit Pension Plan and authorize the Mayor to sign the Pension Agreement document; (B) Issuance of a Catering Permit to the Ponderosa Bar to cater alcoholic beverages at the Muley Fanatic’s Christmas Party on December 9, 2017, from 4 pm to midnight, at the Island Pavilion; (C) Approval of Minutes for: November 7, 2017 Council; (D) Approval of Payment of Bills: Prepaid $217,552.87; Outstanding Invoices $837,681.33; Payroll Expenditures $397,444.39; Preauthorization Payments $1,067,000.00. Council Member Maes seconded, motion carried. Adjournment: Council Member Wilson moved to adjourn at 7:51 pm.
