City of Green River, City Council Proceedings for December 5, 2017, 7 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Gary Killpack, Lisa Maes, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson.
The following were present representing the City: City Administrator Reed Clevenger, Director
of Finance Chris Meats, Director of Community Development Laura Leigh, Interim Police Chief
Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City
Attorney Galen West. Approval of the Agenda: Council Member Wilson moved to amend the
agenda by adding Council Action Item B: Employee Stipend. Council Member Killpack
seconded, motion carried. Citizen Requests and Other Communications: Patsy Sorenson
invited the public to attend the Nativity Play at 5 pm to 6:30 pm and the Messiah Choir
Performance at 7 pm, on December 10 at the LDS Church on Shoshone Avenue. Board and
Committee Appointments: Appointment of Dan Chetterbock to the Parks and Recreation
Advisory Board. Council Member Berg moved to confirm the Mayor’s appointment of Dan
Chetterbock to the Parks & Recreation Advisory Board to a three (3) year term beginning
December 5, 2017. Council Member Wilson seconded, motion carried. Ordinances:
Consideration on Second Reading the Wireless Telecommunications Ordinance. Council
Member Killpack moved to approve on second reading amendments to Appendix B, Zoning, by
adding Chapter 16, Wireless Telecommunication Facilities. Council Member Maes seconded,
motion carried. Council Actions: (A) Consideration to Approve and Accept the 2018 WYDOT
Selective Traffic Enforcement Grant. Council Member Barney moved to approve and accept the
2018 WYDOT Selective Traffic Enforcement Grant in the amount of $10,000. Council Member
Berg seconded, motion carried. (B) Consideration to Authorize an Employee Stipend. Council
Member Wilson moved to approve a stipend as follows: Full-time employees $1,200; Part-time
employees that have worked: 1,000 or more hours per year ending today will get $750; 500 to
1,000 hours will get $500; employees with 0 to 500 hours will get $250 and the volunteer fire
fighter personnel will get $250. Council Member Killpack seconded. After a lengthy discussion
Council Member Wilson amended his motion by changing the Volunteer Fire Fighter personnel
stipend to $500. Council Member Killpack seconded, motion carried. Consent Agenda: Council
Member Maes moved to approve the following: (A) Approve the Transfer of The Wild Horse
Saloon, Inc., dba; The Hitching Post Saloon liquor license, to cater alcoholic beverages at the
United Steelworkers Christmas Party on December 16, 2017, from 5 pm to midnight, at the
Sweetwater Events Complex, pending approval by the Rock Springs City Council; (B) Approval
of Minutes for: November 21, 2017 Council; (C) Approval of Payment of Bills: Prepaid
$121,898.65; Outstanding Invoices $233,394.48; Payroll Expenditures $396,217.97;
Preauthorization Payments $1,065,000.00. Council Member Murphy seconded, motion carried.
Adjournment: Council Member Killpack moved to adjourn at 7:32 pm. Council Member Maes
seconded, motion carried.
