City of Green River, City Council Proceedings for February 20, 2018, 6:30 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Tom Murphy, Ted Barney, and Allan Wilson. The following were present
representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats,
Director of Human Resources Cari Kragovich, Director of Public Works Mark Westenskow,
Director of Community Development Laura Leigh, Interim Police Chief Tom Jarvie, Fire Chief
Mike Nomis, Director of Parks and Recreation Brad Raney and Acting City Attorney Tammy
Harris. Workshop Agenda: Goal Setting. Council Meeting Agenda: Approval of the Agenda:
Council Member Killpack moved to add the reason for executive session is to discuss personnel
issues and to approve the agenda. Council Member Barney seconded, motion carried.
Presentations: (A) Green River Chamber of Commerce Update; (B) 2017 Fiscal Year Audit
Report. Citizen Comments or Concerns: Green River High School “We the People” students
asked for assistance from council and citizens to help them fundraise to be able to go Nationals.
Public Hearing: Liquor License Renewals. The Mayor opened the public hearing at 7:23 pm.
There were no comments or concerns. The Mayor closed the public hearing at 7:24 pm. Board
and Committee Appointments: Reappointment of Terry Leigh to the Joint Powers Water
Board. Council Member Wilson moved to confirm the Mayor’s reappointment of Terry Leigh to
the Joint Powers Water Board. Council Member Killpack seconded, motion carried.
Resolutions: (R18-05) Consideration of a Resolution Approving Amendments to the City’s
Classification Plan. Council Member Barney moved to approve the resolution amending the
City’s Classification Plan by removing the Sanitation Supervisor, Sanitation Operator I, II, and
III and the Meter Reader positions and adding the Communications Administrator and Evidence
Technician positions. Council Member Maes seconded, motion carried. Council Actions: (A)
Consideration of Change Order #2 – CIP Hitching Post Drive Reconstruction Project. Council
Member Murphy moved to approve Change Order #2 for the 2017 CIP –Hitching Post Drive
Reconstruction Project (6th Penny Year 4), in the amount of $20,000, and authorize the Mayor
sign the Change Order. Council Member Killpack seconded, motion carried. (B) Consideration
of a Memorandum of Understand between the Wyoming Business Council, the City of Green
River and the URA/Main Street Agency. Council Member Killpack moved to approve the
Memorandum of Understanding between the Wyoming Business Council, the City of Green
River and the URA/Main Street Agency. Council Member Murphy seconded, motion carried.
Consent Agenda: Council Member Wilson moved to approve the following: (A) Approval of
the renewal of the liquor licenses presented for the period from April 1, 2018 through March 31,
2019, pending legal and State approval; (B) Approval of the Utility Review Committee’s
recommendation of crediting utility account 4780-002, in the amount of $1,533.95; (C) Approval
to write off account #303 for $50.00, account #328 for $121.04, account #354 for $1,305.00 and
account #389 for $53.00; (D) Approval of the 2018 Quilting on the Green Memorandum of
Understanding with the Quilting on the Green Committee; (E) Authorize the Parks & Recreation
Department to apply for and accept, if awarded BOCES Funds, in the amount of $1,372.14 for
Summer Day Camp supplies; (F) Horse Corral Lease agreement with Brandon Mead for corrals
#48 & #49; (G) Approval of Minutes for: February 6, 2018 Council; (H) Approval of Payment
of Bills: Prepaid $235,380.83; Outstanding Invoices $316,540.56; Payroll Expenditures
$267,411.00; Preauthorization Payments $1,065,000.00. Council Member Maes seconded,
motion carried. Adjourn to Executive Session: Council Member Wilson moved to adjourn to
executive session for personnel issues at 7:45 pm. Council Member Killpack seconded, motion
carried. Reconvene: Council Member Wilson moved to reconvene at 8:22 pm. Council Member
Maes seconded, motion carried. Adjournment: Council Member Barney moved to adjourn at
8:22 pm. Council Member Murphy seconded, motion carried.
