City of Green River, City Council Proceedings for October 2, 2018, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Robert Berg, Ted Barney and Gary Killpack. The following were present
representing the City: City Administrator Reed Clevenger; Director of Human Resources Cari
Kragovich, Communication Administrator Amanda Cavaz, Director of Finance Chris Meats,
Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh,
Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney
and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to
approve the agenda. Council Member Barney seconded, motion carried. Proclamations: (A)
Breast Cancer Awareness Month; (B) Fire Prevention Week. Citizen Requests and Other
Concerns: Resident Sherry Bushman invited the council and the public to attend the American
Legion 5k/10k race on November 10 starting at 9 am. Board and Committee Appointments:
(A) Appointment of Mera Souare to the Sweetwater Combined Communication Joint Powers
Board. Council Member Barney moved to confirm the Mayor’s appointment of Mera Souara to
the Sweetwater Combined Communication Joint Powers Board for a (3) three year term
beginning November 1, 2018 and expiring November 1, 2021. Council Member Maes seconded,
motion carried; (B) Appointment of Shaun Sturlaugson to the Sweetwater Combined
Communications Joint Powers Board. Council Member Killpack moved to confirm the Mayor’s
appointment of Shaun Sturlaugson to the Sweetwater Combined Communication Joint Powers
Board for a (3) three year term beginning November 1, 2018 and ending November 1, 2021.
Council Member Berg seconded, motion carried; (C) Appointment of Nancy Eklund to the
Sweetwater County Board of Health. Council Member Berg moved to confirm the Mayor’s
appointment of Nancy Eklund to the Sweetwater County Board of Health for a four (4) year term
beginning November 1, 2018 and ending on November 1, 2022. Council Member Killpack
seconded, motion carried; (D) Reappointment of Sheila Simpson to the Green River Arts
Council. Council Member Barney moved to confirm the Mayor’s reappointment of Sheila
Simpson to the Green River Arts Council for an additional (2) two year term. Council Member
Maes seconded, motion carried. Resolutions: (R18-22) Consideration of a Resolution Accepting
Grant Funds from the Wyoming Game and Fish Commission. Council Member Berg moved to
approve the resolution accepting grant funding from the Wyoming Game and Fish Commission,
in the amount of $52,000. Council Member Maes seconded, motion carried. Council Actions:
(A) Consideration to Approve a Wattsmart Agreement with Rocky Mountain Power. Council
Member Killpack moved to approve entering into a Wattsmart agreement with Rocky Mountain
Power and authorize the Mayor to sign the agreement. Council Member Berg seconded, motion
carried; (B) Consideration to Approve a Memorandum of Understanding with GovDeals, Inc.
Council Member Maes moved to approve the Memorandum of Understanding with GovDeals,
Inc. for online auction services for the City’s surplus property. Council Member Barney
seconded, motion carried; (C) Consideration to Authorize the Green River Fire Department
Submit a Wyoming PDO Grant Application. Council Member Barney moved to authorize the
Green River Fire Department submit a Wyoming PDO Grant application to the Wyoming
Department of Health to authorize the Fire Department first responders to administer Narcan for
the use of opioid overdose if needed. Council Member Berg seconded, motion carried; (D)
Consideration to Authorize the Submission of a 2019 Assistance to Firefighters Grant. Council
Member Killpack moved to authorize the Green River Fire Department submit an application for
the 2019 Assistance to Firefighters Grant for a new pumper truck. Council Member Maes
seconded, motion carried. Consent Agenda: Council Member Maes moved to approve the
Consent Agenda; (A) Approve the grant disbursement agreement with the Sweetwater County
Joint Travel & Tourism Board for the 2018 Co-ed Tough Turkey Volleyball Tournament, in the
amount of $1,000; (B) Approve the grant agreement with the Wyoming Game and Fish
Commission, in the amount of $52,000 and authorize the Mayor sign the agreement and
attachment A; (C) Issuance of a catering permit to the Wild Horse Saloon, Inc. dba The Hitching
Post Restaurant and Saloon to cater alcoholic beverages at the wedding of Ryan Rust and Kayli
Doak on October 13, 2018, from 3 pm to midnight, at the Island Pavilion; (D) Issuance of a
catering permit to Lew’s Inc. dba Sands Buddha Bob’s Liquor Catering to cater alcoholic
beverages at the Ciner Service Awards Banquet on November 2, 2018, from 5 pm to midnight, at
the Island Pavilion; (E) Approval of the Minutes for: September 18, 2018 Council; (F) Approval
of the Payment of Bills; Prepaid Invoices $14,925.64, Outstanding Invoices $1,971,456.30,
Payroll Expenditures $590,792.50, Preauthorization Payments $1,065,000.00, Council Member
Barney seconded, motion carried. Adjournment: Council Member Berg moved to adjourn at
7:37 pm. Council Member Killpack seconded, motion carried.
