City of Green River, Special City Council Proceedings for September 18, 2018, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Tom Murphy, Robert Berg, Ted Barney, Allan Wilson and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger, Communication Administrator Amanda Cavaz, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Maes moved to approve the agenda. Council Member Murphy seconded, motion carried. Proclamations: Diaper Need Awareness Week. Presentations: (A) Jacob S. Bullock Military Recognition; (B) Citizen Recognition of Mckayla McMickell and Kristian Mason; (C) Green River Arts Council Update; (D) Wyoming Waste Systems Update. Citizen Requests and Other Concerns: Resident, Terry Leigh thanked the Animal Control Department for providing assistance in removing a porcupine, snake and skunks that have been in his yard. Council Actions: (A) Consideration to Award a Bid to CDW Government LLC. for Computer Replacement. Council Member Berg moved to award the bid for desktop computer replacement to CDW Government LLC., in the amount of $145,658.90. Council Member Wilson seconded, motion carried; (B) Consideration of Retainage Release on the 2017 ADA Improvement Project. Council Member Wilson moved to release the retainage for the 2017 ADA Improvement Project in the amount of $13,565.17 to DeBernardi Construction Company, Inc. Council Member Maes seconded, motion carried. Consent Agenda: Council Member Maes moved to approve the Consent Agenda; (A) Issuance of a catering permit to the Wild Horse Saloon, Inc. dba the Hitching Post Restaurant and Saloon to cater alcoholic beverages at the 150th Anniversary of the City of Green River and Transcontinental Railroad on September 29, 2018, from 9 am until midnight, located on the grounds of the U.P. Depot and East Railroad Avenue; (B) Transfer of Liquor License for Lew’s Inc. dba Sands Buddha Bobs Liquor Catering for the Ciner Mine Rescue Dinner on September 28, 2018 from 4 pm to midnight at the Green River Expedition Island, pending approval from the Rock Springs City Council; (C) Approval of the Minutes for: September 4, 2018 Council; (D) Approval of the Payment of Bills; Prepaid Invoices $222,861.63, Outstanding Invoices $630,861.09, Payroll Expenditures $291,553.01, Preauthorization Payments $1,065,000.00, Council Member Murphy seconded, motion carried. Adjournment: Council Member Wilson moved to adjourn at 8:06 pm.
