City Council Meetings

City of Green River, City Council Workshop Proceedings for November 13, 2018, 6:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Robert Berg, Lisa Maes, Tom Murphy and Allan Wilson. The following were present representing the City: City Administrator Reed Clevenger, Human Resources Director Cari Kragovich, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Senior Building Inspector David Allred and Building Inspector Ian Parker. Discussion on the Solid Waste Services Rate Increase from Wyoming Waste Systems – Michelle Foote from Wyoming Waste said they are asking for an increase to the rates for solid waste services to take effect on January 1, 2019. They are also asking for an extension on the Baler Building Lease since inside the transfer station cannot be used due to fire damage. The solid waste services agreement does allow for an increase each year by the 100% of the actual percentage increase in the Consumer Price Index for the most recent rolling twelve month period. These fees have to be approved by City Council and cannot be unreasonably withheld. Resident, Bert Smith said he is not for the increase. He said Rock Springs residents pay a much smaller amount compared to Green River residents. He is on a fixed income and would appreciate it if the city would not allow the increase and would allow the residents to go to another company if they would like. Council Members and staff clarified the differences between the City of Green River’s and the City of Rock Springs services and costs. Council Member Wilson asked if there will be an increase in the costs for the transfer station as well. Mrs. Foote said the rate increase is for the residential and commercial solid waste services only, not the transfer station. The Mayor asked if they are still planning on moving forward with replacing the railings at the transfer station. Mrs. Foote said they requested bids to replace the railings and they have received one bid. They will be discussing this more before a decision is made. Mr. Meats said the cause of the fire at the transfer station was declared undetermined. The city’s insurance has sent a check to cover the estimated costs of repairs. Staff is compiling bid specs for the project and will be going out for bid. Discussion on Amending the Ordinance Chapter 7 Articles II through IX Buildings and Building Regulations – Mark gave a brief overview of the proposed changes to the building codes and regulations. Many contractors attended the meeting and are fine with the amendments to the building codes and regulations. The issue that they are having is keeping the consistency between the inspectors that are inspecting their projects.
