City of Green River, City Council Proceedings for November 20, 2018, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Tom Murphy, Robert Berg, Ted Barney, Allan Wilson and Gary Killpack. The
following were present representing the City: City Administrator Reed Clevenger; Director of
Human Resources Cari Kragovich, Communication Administrator Amanda Cavaz, Director of
Finance Chris Meats, Director of Public Works Mark Westenskow, City Engineer Andy Hooten,
Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney
and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to
amend the agenda by adding Council Action Item E: Adding a Certified Building Inspector
Position. Council Member Berg seconded, motion carried. Presentations: Fire Department
Coloring Contest Winners: Best of the Best to Trenton Nikont; Kindergarten and First Grade
Winners: First Place Archer Lee Kinney, Second Place to Andiea (no last name given) and Third
Place Macy Davis; 2nd and 3rd Grade Winners: First Place to Callen Hemker, Second Place to
Savannah Smith and Third Place to Jacob Garland; 4th and 5th grade Winners: First Place Myriah
Oliver, Second Place Damien Roper and Third Place Aelanda Lietzau. Public Hearing: Public
Hearing on the Petition to vacate a portion of North 3rd East Street Right-of-Way. The Mayor
opened the hearing (no time given) no comments or questions were presented. The Mayor closed
the hearing (no time given). Board and Committee Appointments: (A) Approval of the
Reappointment of Dawn Trujillo to the URA/Main Street Board. Council Member Wilson
moved to confirm the Mayor’s reappointment of Dawn Trujillo to the URA/Main Street Board
for a five (5) year term beginning December 1, 2018 and expiring December 1, 2023. Council
Member Berg seconded, motion carried. (B) Approval of the reappointment of Judy Roderick to
the Green River Arts Council. Council Member Murphy moved to confirm the Mayor’s
reappointment of Judy Roderick to the Green River Arts Council for an additional two (2) year
term. Council Member Killpack seconded, motion carried. Ordinances: Consideration on first
reading an Ordinance Amending Chapter 7 Articles II through IX Buildings and Building
Regulations. Council Member Wilson moved to Un-table the consideration on first reading of an
amendment to Chapter 7 of the City of Green River Code of Ordinances pertaining to the
adoption of the 2018 I-Codes. Council Member Killpack seconded, motion carried. Council
Member Wilson moved to consider on first reading of an amendment to Chapter 7 of the City of
Green River Code of Ordinances pertaining to the adoption of the 2018 I-Codes. Council
Member Barney seconded, motion carried. Council Member Wilson moved to approve on first
reading the amendment to Chapter 7 of the City of Green River Code of Ordinances pertaining to
the adoption of the 2018 I-Codes. Council Member Barney seconded, motion carried.
Resolutions: Consideration of a Resolution Vacating and Transferring by Quitclaim Deed a
Portion of North 3rd East Street Right of Way. Council Member Berg moved to approve the
resolution vacating and transferring by quitclaim deed to the adjacent property owner a portion
of the North 3rd East street right-of-way, as legally described within the Resolution. Council
Member Killpack seconded, motion carried. Council Actions: (A) Consideration of a Solid
Waste Services Rate Increase from Wyoming Waste Systems. Council Member Killpack moved
to approve the solid waste services rate increase from Wyoming Waste Systems effective
January 1, 2019. Council Member Murphy seconded, motion carried with Council Member
Barney voting against; (B) Consideration to Award the Bid for Four (4) New 4-Wheel Drive, ½
Ton, Crew Cab Short Box, Special Services Pickups. Council Member Wilson moved to award
the bid for four (4) new 4-wheel drive ½ ton crew cab pickup trucks to Sheridan Motor, Inc. to
be purchased by HinckLease and allow the City to lease the vehicles from HinckLease. Council
Member seconded, motion carried; (C) Consideration to Release the Retainage for the 2018
Slurry Seal Project. Council Member Barney moved to release the retainage for the 2018 Slurry
Seal Project to Intermountain Slurry Seal Inc. in the amount of $14,894.50. Council Member
Murphy seconded, motion carried. (D) Consideration to Approve and Accept a Grant from the
Wyoming Business Council for Environmental System Division LED Retrofit. Council Member
Berg moved to approve and accept a grant from the Wyoming Business Council and authorize
the Mayor to sign the grant agreement. Council Member Wilson seconded, motion carried. (E)
Consideration to add an Additional Building Inspector Position. Council Member Killpack
moved to table the addition of a building inspector position. Council Member Murphy seconded,
motion carried. Consent Agenda: Council Member Barney moved to approve the Consent
Agenda; (A) The submission of a Wyoming State Fire Prevention and Electrical Safety Limited
Light Fixtures Contractor License application; (B) A one year contract with Sweetwater
Hazprints Plus LLC for drug and alcohol testing services; (C) Approval of the Minutes for:
November 5, 2018 Council; (D) Approval of the Payment of Bills; Prepaid Invoices
$129,168.36, Outstanding Invoices $474,654.57, Payroll Expenditures $450,932.54,
Preauthorization Payments $1,065,000.00, Council Member Berg seconded, motion carried.
Adjourn to Executive Session: Council Member Killpack moved to adjourn to executive
session to discuss personnel at 7:47 pm. Council Member Wilson seconded, motion carried.
Reconvene: Council Member Wilson moved to reconvene at 8:45 pm. Council Member
Killpack seconded, motion carried. Adjournment: Council Member Murphy moved to adjourn
at 8:46 pm. Council Member Berg seconded, motion carried.
