City of Green River, City Council Proceedings for January 15, 2019, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Tom Murphy, Robert Berg, Michael Shutran, Jim Zimmerman and Gary Killpack. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Human Resources Cari Kragovich, Director of Finance Chris Meats, Director of Public Works
Mark Westenskow, Director of Community Development Laura Leigh, Planning Technician Amy
Cox, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad
Raney and City Attorney Galen West. Approval of the Agenda: Council Member Murphy moved
to approve the agenda. Council Member Berg seconded, motion carried. Presentations: (A)
Unified Development Code; (B) Mid-Year Budget Review. Citizen Requests and Other
Concerns: Resident, Rochelle Morris asked the council to consider doing a no name, no knock
registration that can be given to companies that get a door to door sales permit. This would prevent
them from going to homes that are on the list and it would also save the PD time from answering
calls for this issue. The Mayor and Council agreed that it is an issue and planned to have a
workshop to discuss it further. Board and Committee Appointments: (A) Appointment of Kim
Strid to the Sweetwater County Travel & Tourism Board. Council Member Murphy moved to
confirm the Mayor’s appointment of Kim Strid to the Sweetwater County Travel & Tourism Board
for a three (3) year term beginning January 1, 2019 and ending January 1, 2022. Council Member
Berg seconded, motion carried; (B) Reappointment of Courtney Thomas to the Tree Advisory
Board. Council Member Killpack moved to confirm the Mayor’s reappointment of Courtney
Thomas to the Tree Advisory Board for a three (3) year term beginning January 1, 2019 and
terminating January 1, 2022. Council Member Zimmerman seconded, motion carried; (C)
Reappointment of Janet Hartford to the Sweetwater County Travel & Tourism Board. Council
Member Berg moved to confirm the Mayor’s reappointment of Janet Hartford to the Sweetwater
County Travel & Tourism Board for a three (3) year term beginning January 1, 2019 and
terminating January 1, 2022. Council Actions: (A) Consideration to enter into an Agreement with
the Department of State Parks and Cultural Resources and the State Historic Preservation Office.
Council Member Zimmerman moved to enter into an agreement with the Department of State
Parks and Cultural Resources and the State Historic Preservation Office for a structural evaluation
of the Green River Carnegie Library, in the amount of $20,000. Council Member Murphy
seconded, motion carried; (B) Consideration to Approve an Agreement with Memorial Hospital
Foundation. Council Member Shutran moved to approve an agreement with the Memorial Hospital
Foundation for the sponsorship of the Red Tie Gala event, in the amount of $750, pending legal
review. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member
Killpack moved to approve the Consent Agenda; (A)Authorize the Parks and Recreation
Department apply for and accept Rec. Mil Funds, in the amount of $6,170.88 from Sweetwater
County School District #2 for a fourth session summer swim lessons in 2019; (B) Approval of the
Minutes for: January 2, 2019 Council; (E) Approval of the Payment of Bills; Prepaid Invoices
$1,786.37, Outstanding Invoices $339,905.67, Payroll Expenditures $296,137.15,
Preauthorization Payments $1,065,000.00, Council Member Berg seconded, motion carried.
Adjournment: Council Member Shutran moved to adjourn at 7:56 pm. Council Member Berg
seconded, motion carried.
