City of Green River, City Council Proceedings for February 5, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Robert Berg, Michael Shutran, Jim Zimmerman and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger; Director of Human Resources Cari Kragovich, Communication Administrator Amanda Cavaz, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Maes moved to approve the agenda. Council Member Killpack seconded, motion carried. Proclamations: Random Acts of Kindness Week. Resolutions: (R19-02) Consideration of a Resolution in Support of Creating a Unified Development Code. Council Member Zimmerman moved to approve the resolution to support the creation of the Green River Unified Development Code. Council Member Killpack seconded, motion carried. (Joint Resolution #SWBFY15/16- 11) Consideration to Approve Joint Resolution #SWBFY15/16-11. Council Member Berg moved to approve the joint resolution #SWBFY15/16-11 moving $90 of Countywide Consensus Block Grant Funding to Wamsutter. Council Member Maes seconded, motion carried. (R19-03) Consideration of a Resolution Amending the Wages for all Elected and Appointed Officials for the Fiscal Year Ending June 30, 2019. Council Member Maes moved to approve the Resolution R19-03 amending Resolution R18-16, which establishes the wages for all elected and appointed officials for the fiscal year ending June 30, 2019, to amend the Municipal Judges annual salary to $80,000 and to amend the City Prosecutor’s annual salary to $68,000, pending approval of the appointment of Municipal Court Judge and City Prosecutor and their respective contracts. Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Enter into a Service Agreement with Coyote Creek Digital. Council Member Zimmerman moved to enter into the agreement with Coyote Creek Digital and authorize the Mayor to sign the agreement. Council Member Killpack seconded, motion carried. (B) Consideration of a Contract Reappointing Bobby W. Pineda to the Position of City Prosecutor. Council Member Killpack moved to approve the contract reappointing Bobby W. Pineda to the position of City Prosecutor for the term beginning February 1, 2019 and ending June 30, 2022. Council Member Maes seconded, motion carried. (C) Consideration to Approve a Contract Reappointing Jason Petri as Municipal Court Judge. Council Member Shutran moved to approve the contract reappointing Jason Petri as Municipal Court Judge for the term beginning February 1, 2019 and ending June 30, 2022. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Maes moved to approve the Consent Agenda; (A) Submission of a grant application to Sweetwater County Joint Travel and Tourism Board, in the amount of $6,000 for Art on the Green advertising; (B) Approval for the Parks & Recreation Department to apply for and accept Sweetwater County School District #2 Rec Mil funds, in the amount of $11,439 for 2019 Summer Day Camp Program transportation expenses; (C) Issuance of a catering permit to China Garden Inc. to cater alcoholic beverages at the Green River Chapter of Duck’s Unlimited Banquet on February 16, 2019, from 3 pm to 11 pm, at the Island Pavilion; (D) Special 24-hour bar openings requested by the Green River Liquor Association for St. Patrick’s Day on Saturday, March 16th, 2019; Flaming Gorge Days on Friday, June 28 and Saturday, June 29, 2019; Halloween on Saturday, October 26, 2019 and New Year’s Eve on Tuesday, December 31, 2019. (E) Approval of the Minutes for: January 15, 2019 Council; (E) Approval of the Payment of Bills; Prepaid Invoices $157,655.47, Outstanding Invoices $208,493.33, Payroll Expenditures $597,326.87, Preauthorization Payments $1,065,000.00, Council Member Berg seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 7:52 pm.
