City of Green River, City Council Proceedings for February 19, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Tom Murphy, Robert Berg, Michael Shutran, Jim Zimmerman and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger; Communication Administrator Amanda Cavaz, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Acting Police Chief Shaun Sturlaugson, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Maes moved to approve the agenda. Council Member Berg seconded, motion carried. Presentations: Wyoming Waste Systems Update. Public Hearing: Liquor License Renewals. The Mayor opened the public hearing at 7:08 pm. There were no comments or concerns presented. The Mayor closed the public hearing at 7:13 pm. Resolutions: Consideration of a Resolution Increasing the Capital Projects, Risk Management and General Funds for Fiscal Year 2019. Council Member Killpack moved to approve the resolution increasing the Capital Projects, Risk Management and General Funds for Fiscal Year 2019, in the amount of $725,000. Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Submit a 2019 Community Forestry Grant Application. Council Member Murphy moved to authorize the submittal of a grant application to the Wyoming State Forestry Division for a 2019 Community Forestry Grant, in the amount of $3,000. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the Consent Agenda; (A) 2019 Quilting on the Green Memorandum of Understanding with the Quilting on the Green Committee; (B) An agreement with Bench Craft Company for Advertising on scorecards at Rolling Green Country Club for one year, in the amount of $399, pending legal approval; (C) Approval of the liquor license renewals for a term from April 1, 2019 through March 31, 2020, pending legal and State approval; (D) Approval to transfer the Ponderosa Bar’s liquor license to cater alcoholic beverages at the Muley Fanatic Banquet on March 16, 2019, from 3 pm to midnight, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council; (E) Approval of the Minutes for: December 15, 2018 Council and February 5, 2019 Council; (F) Approval of the Payment of Bills; Prepaid Invoices $231,298.26, Outstanding Invoices $318,087.40, Payroll Expenditures $597,326.87, Preauthorization Payments $1,065,000.00, Council Member Shutran seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:43 pm.
